Planning Committee
November 22, 1999
Call to Order: Rob Spahitz (Chairman of the Board), called the meeting to order.
Presentation of Colors: Presentation of Colors and Pledge of Allegiance provided by the Kearny High School Junior ROTC Color Guard unit led by Sgt. Jerry Ingram.
Roll Call: Pat Buckmaster stepped in for the roll call because secretary Liliani Stiffler was unable to be there at the beginning of the meeting. All members were present except Jim Horsley (excused), Mike Barton, Ken DeVoe.
Approval of the October Minutes.
Public Comment and Non-Agenda Items: Bob Williams – commented about parking problems. Bob also asked Chair for a comment from Marilyn Mirrasoul (district 6 rep) about the minutes – answer unclear. Don Armitage commented on the paragraph that begins with Sierra Club, cleared by Doug Beckham, “committee supports the nature”. Regarding the transitional housing – Marilyn Mirrasoul referred to district five rep: Doug requested a motion considering all the correction and any spelling errors in minutes to the group, seconded by JoAnn Carini. Approval of the amended minutes – 11 approved, 2 abstained. Concerned residents suggested putting on a shelter in the bus stop in front of the Linda Vista Post Office for shade from sun and rain. Board member Alfrieda Jackson states that there is a plan for shelter to be put up in that particular bus stop by the Metropolitan (MBS). Ms. Jackson will provide further information in next meeting regarding this issue. Wayne Bamford reminded committee that Richard Brasher resigned and voting is coming soon election and recommended one nominee – Pat Jennings to finish the term. Result is to be announced. Voting for Ms. Jennings – unanimous vote and Pat Jennings is the replacement for Richard Brasher for the rest of the term.
Government Aides: Barbara Warden’s Office – new representative will attend next meeting. Valerie Stallings’ Office (Marilyn Mirrasoul) – resurfacing of streets. Animal Shelter – going good. Waste facility at Miramar landfill open Saturdays from 9am – 3pm with appointments only. Doug Beckham asked Marilyn for a comment about process of tree planting at the small island along Linda Vista Road between Genesee Avenue and Kearny High School – Ms. Marrisoul replied that Navy might start next month. More details – please contact Marilyn Ph. 236-7756. Pat Buckmaster questioned why was permit permitted to USD for fireworks display. Marilyn’s answer was unclear in tape (recorded session).
Police Report: Bank of America lot – Project to clean and make it a better location. Ph. 495-7895. School patrol and resources for kids in need. Provider for these resources is called SHARK.
Silver Terrace Park Project: Mini Park Project – Meeting regarding this issue will be on December 14th at 6pm at Linda Vista Recreation Center and probably by January they will start designing the actual park. All are welcome. This is a very long and confusing issue to be put on paper so please contact Chair for more details. There were many Silver Terrace residents that were against this project for these reasons: YCMA traffic congestion; units too close to power lines; state dollars should provide more than beds and food – which this project seemed to only incline to provide. Linda Vista does not need this project, why in Linda Vista, why not in La Jolla? City Representative tried to answer questions of LV residents. Refer to tape recorder.
Parking Permit for Silver Terrace: Report by Gary Pence from City Traffic and Engineering – Residential Parking Permit – a district which is set up to eliminate the competition brought about parking between residents and non-residents and is intended to be a neighborhood that has been severely impacted by commuters by nearby institutions. Petition is needed for this project – 50% to conduct a parking study, a hearing with residents and next step is the City Council hearing. Residents that live in the area, not out of town are the ones who qualify. Questions and answers were exchanged. Parking fee is $14 per year. Mr. Pence will get back with more information on the fee issues.
Follow-up on the 4-way stop sign at Colusa & Gaines Streets – Doug Beckham reported that a meeting was conducted on November 15, 1999. 22 attended. Serious ditch on the southern edge between Gaines Street and Friars Road which is a major concern. Also big trucks use this section frequently and sub-committee advised for a letter to send from the Linda Vista Planning Committee to Valerie Stallings stating in the interest of public safety for 4-way stop signs. Bob Hursh made a motion, seconded by Pat Buckmaster and motion was approved by votes of 13 members and 1 abstained.
North Bay Redevelopment: Report by Gail Cole – There is a chance to create recreation area on the waterside, bayside, ocean-side of 5 highway probably in February. Trolley (MTDB) is applying for money for redevelopment agency to fund the underground utilities.
Sea World Project: Chair announced a meeting that is going to be held on December 2nd at 9am by planning commission; they will hold a public workshop at City Council Chamber to consider and discuss Sea World. Public input and Community Outreach Plan regarding the buildings’ height requirement at Sea World and Sea World’s future developing plan. Chair will detail committee on that.
Landscape Maintenance District (LMD) meeting: Update from Bob Williams – LMD is recommending awards to couple of sites that have been doing beautiful landscaping. Ask Mr. Williams for more details. JoAnn will contact Navy as to the completion of Linda Vista Road where the eucalyptus trees were cut down. JoAnn said she connected the navy already.
Treasurer’s Report: $133 on hand; $88.87 was spent on the tape recorder; $18 was collected.
