January 21, 2000

 

Call to Order: Rob Spahitz, Chair, called the meeting to order.

 

Presentation of Colors:  Presentation of Colors and Pledge of Allegiance provided by Madison High School Junior ROTC Color Guard unit led by Col. Jan Janus.

 

Roll Call:  Present – Don Ballantyne, Wayne Bamford, Doug Beckham, JoAnn Carini, Gail Cole, Ed Cramer, Ken DeVoe, Jim Horsley, Bob Hursh, Alfrieda Jackson, Pam Juarez, Mel McKay, Mike O’Brien, Rob Spahitz, Liliani Stiffler

Absent – Don Armitage, Mike Barton, Ron Tomcek (Excused), Pat Buckmaster (ex.).

 

Approval of the November minutes postponed until it is reviewed by Barbara Warden because of some sensitive issues that were addressed.

 

Public Comment and Non-Agenda Items:  Grover Diemert from Bayside Settlement House asked the Board to support the Grant for Healthy Start, which is a program in Kit Carson Elementary School to help kids in the community.  Motion was made by Doug Beckham for the Board to support Healthy Start Grant.  Gail Cole seconded the motion.  Motion passed – 11 IN FAVOR, 2 OPPOSED, 2 ABSTAINED.  Grover Diemert also announced that Bayside won’t be able to offer tax preparation service this year.  Chair announced Bob Williams has been nominated by the San Diego Park and Rec. team to attend the Healthy Start Volunteer recognition breakfast for his contributions to the betterment of the community.  Doug Beckham announced the recognition of one of the very active members of the community who passed away on Christmas Day, Ethle Beasty, at age 94.  She was a long-time civic and Democratic Party activist, plus many others.  Ms. Beasty served as a personal escort for the first lady, Eleanor Roosevelt.

 

Police Department:  Sgt. Edgar and Sgt. Wayn – involved with DARE program in 5th-6th grade.  Also involved with SHARK – Serious Habitual and At Risk Kids, which is educating officers on how to deal with troubled kids.

 

Government Aides: Joe Ross – Barbara Warden’s Office – update on the gas station progress (Linda Vista Road at Comstock Street) – City has some strong negotiation with the owners – will update the Board in the next meeting.  MTDB – bus shelters, still in process on how to put those up.

Marilyn Mirrasoul – discussion of types of plants for the Morena & Napa Streets landscaping project.  Question was asked as to who is responsible for the landscaping.  The answer was that this is owner by the city.  Traffic problems at Napa – proposed roundabout at corners of Napa/LV Road and Napa/Morena.  Library parking lot re-landscaping of grass instead of shrubs.

Pam Gray (USD) – The celebrations of the 50th anniversary is over.  Construction projects of two buildings – 50-100 feet arena – will be available for use by other organizations.  Also another building – Joan Kroc.  Doug Beckham also announced that USD entered an $800,000 grant with Kearny High School.  USD would take up to fifty freshmen students, first generation from low-income families and work with them to go to secondary school.

Lowell Maxwell – Branch Manager of LV Library – announced a grant from Gates Foundation.  Library has six (6) new, top of the line computers for Internet and Word Processing would soon be available.

Presentation of the Dragon Dance – Feb 5th, 11am – open to the public.

 

Redevelopment project of Mission Bay’s DeAnza Mobile Home Park into luxury hotels – Michael Gelfand – President of DeAnza Corporation – displayed proposed plan of master plan to the Board and talked about in detail of the plan – refer to tape.  Rebuttal of Mobile Home Park redevelopment, including why this affects Linda Vista by guest speaker Ernie Abbit, President of DeAnza Mobile Home Owners association.  Refer to tape.

 

Bylaws update: in preparation for March elections – Wayne Bamford (for Ron Tomcek) elections are coming up and the public is invited to participate.  Board members elections are in March; Officers are elected in May.

 

Zoning Committee – Don Ballantyne – has three (3) projects for the Board for their support in recommending the zoning permits.  Motion is for the Board to recommend the approval of the request for the additional use permit requested by Mr. Smith of Preece Street, R15 zone, in condition that there is no kitchen and that it be paved from the set back.  Seconded by Doug Beckham.  Motion passed.  6606 Goodwin – Stevensons residence – motion: request of conditional use permit on an existing building, seconded by JoAnn Carini – motion passed unanimously.  Fulton – six-plex on lot – lot split requested, seconded by Doug Beckham – motion in favor – motion passed unanimously.

 

Bylaws Update: Election in March – people north of USD is needed on the Board.

 

North Bay Redevelopment: Gail Cole – Committee recommended underground utilities at trolley station.  Motion – by Doug Beckham – is to support undergrounding utilities.  Seconded by Mike O’Brien.  Motion not passed – favor 5, opposed 4.

 

Padre Gold – Bob Williams – inconsistence with city policy 600-43 in regards to telecommunications pole.  More update of this in next meeting.
