The August 28, 2000 meeting of the LVCPC was called to order by Chair Beckham at 7:05pm.
Pledge of Allegiance was performed by Girl Scout Troop 3310 and Senior Webelos led by Elizabeth Espitia.

Main Meeting:
* Sixty-Five (65) people were in attendance at the meeting.
* In recognition of the beautiful landscaping at Friars Village, Ed Roth was presented with an Orchid Award (printed by Lou Perez).
* Howard Greenstein, of the City's Park and Rec Department, with assistance from Tiffany Bromfield, presented plans for Silver Terrace Park, part of the Friars Road Mini-Park project. The park will be a 24-hour park in a 110'x85' plot with access from Friars Road and through the northeast end of the housing project associated with this project.
* Chair Beckham departs with previous business.
* Roger Manion, of USD, with assistance from Pam Gray (USD), Mike Smith (Architect Firm), Mark Rosen, and Marty Bord, presented the newly proposed parking structure which will replace 660 ground-level parking spaces with a 660-space parking structure in the lower Olin lot. Several years ago, a committee led by former LVCPC chair Bob William approved the concept of three parking areas at the Science and Technology Center. The proposal showed a new parking structure in the
lower west edge of USD property in 16th-century Spanish Renaissance-Style architecture. It is proposed to be a 4-level structure with two levels underground (embedded in the hillside.) An additional 2-story parking structure will be added near the Krok Institute for Peace and Justice. Concerns were expressed regarding the noise, especially for the nearby Casa del Pueblo, lighting, dust, traffic, exhaust, and increased traffic at the entrance. USD indicated that the net impact at this entrance will be zero, but with more cars parking in the lower structure and fewer up the hill.
* Holland Connelly, Branch Director of the Boys & Girls Club, with assistance from Rob Nelson of Tucker/Saddler) presented the proposed upgrades. She indicated that adolescents and small children typically have difficulty working together because of different needs, and this new project will help alleviate some of those problems. The project is funded through a join effort with about $100,000 grant from Ron Roberts' County District 4 office, increased to $300,00 through efforts from LVCPC Chair
Beckham, former LVCPC Chair Bob Williams, and former LVCPC member Charles Johnson, and $284,000 from State Senator Deedee Alpert's office. The project includes a 6000 square-foot building for educational and recreational use, and will include a computer center, study area, snack bar (operated by teens), kitchen,
lounge, game area (billiards and foosball), stage, and administration area.
Motion (Buckmaster/Hursh): Accept subcommittee report for the LVCPC to approve this project. Approved unanimous (15-0-0)
Motion (Ballantyne/Diemert): Accept a subcommittee recommendation to approve a project at the north Ulric/Comstock street vacation as presented.
