Linda Vista Community Planning Committee Minutes

The September 25, 2000 meeting of the LVCPC was called to order by Chair Beckham at 7:07pm.  (Note that audio tape was not available because of weak recorder batteries.)

Pledge of Allegiance was performed by Linda Vista's Kearny High School Junior ROTC Color Guard Unit led by Sgt. Jerry Ingram.

Attendance of Members:

Police and Government Aides' Reports:

Main Meeting:
* Seventy-Three (73) people were in attendance at the meeting.

* Reza Taleghani, Project Engineer for the City of San Diego, presented information about reconstruction and redirection of some sewer trunk lines running through Linda Vista.  He indicated that trunk lines which are out of the right of way (typically on people's properties or in canyon areas) are undesirable because of maintenance issues.  Some lines are the original ones from 1942; others are from the 1960s.  Many will be rehabilitated at a cost of about $1.4 million.  This is about 30% completed and the presented phase should start in April 2002 and be completed in December 2002.

* Heart of San Diego Project - an update was given, largely by Mr. Bob Williams, on the proposed project at the old gas station at the east corner of Linda Vista Road and Comstock Street.  Originally, about $350,000 was allocated for land acquisition of this project, but Mr. Williams and others were able to acquire enough funding to pay for a possible Linda Vista Community Center on this spot (costing about $1,719,000).  Their next meeting to discuss the project will be at the LV Library on Oct 18 at 1:00pm.

* West Jewett Speed Bumps Request - The traffic engineer had determined that this request was not warranted due to the curvature of the street and other factors.

Motion (O'Brien):  Approve the August minutes with corrections. Approved (14-0-3)

* Ana Street Street Vacation - west of the railroad tracks near Pacific Highway; the owner wants to get the parcels across Ana Street.  Owner John Smith, present in the audience, indicated that he wants to add parking for his existing business.

Motion (O'Brien/Buckmaster): Accept the subcommittee report to approve the Ana Street street vacation.  Approved 14-0-2.

* Ulric/Comstock Streets Tabled Item - This item was approved to be returned to the floor for discussion.  It was noted that the land which the owner had requested be vacated by the city is currently used as gardens, etc., and the owner would like to upgrade his house.  There were some committee concerns over fire issues, such as whether fire trucks could access the canyon behind the houses.  Due to geographic issues (canyon steepness), this point may be insignificant.  This restored motion was passed 9-4-2.

* Treasurer's Report - $38.87 was collected, and $6.00 was paid to cover the refreshments.

* USD Projects - Carini withdrew motion from table to vote on USD construction/parking projects.  This withdrawal was deferred by ruling of the chair to allow the motion to be addressed as three separate motions.  Pam Gray, USD Community Relations Director, along with Mark Rosen, Civil Engineer from Latitude 33, and Bill Tripp Project Manager from the City of San Diego (619-446-5273) assisted in answering questions about the four proposed projects:
1. The Science and Technologies Structure
2. The Kroc Institute of Peace and Justice
3. The Camino Parking Structure at Copley Center
4. The Lower West Olin parking structure on top of the lower lot
It was noted that the Camino project was withdrawn from the plans.

Motion (Buckmaster/Stiffler): Accept Proposal #1 above.  Failed 6-8-1
Motion (Beckham/Cramer): Accept Proposal #2 above as per subcommittee report.  Passed 8-7-2.
Motion (Diemert/Cramer): Accept Proposal #4 above.  Failed 3-10-3.

A recommendation was made to take the withdrawn project (#3 above) and build that first.  USD received a petition from the Casa del Pueblo section of Linda Vista (just west of project #4 above) to pause and reconsider these USD Master Plan Revisions.  USD recognizes the community's concerns over safety, the environment (pollutants, noise, light), and visual impacts.

Motion (Diemert/Ballantyne): Adjourn.  Failed to be addressed; meeting continued.

North Bay Redevelopment Project: The project refused to endorse a list of issues; utility undergrounding in the Morena area was deferred; bonds will be used.

Motion (Carini/Stiffler): Allow the Landscape Maintenance District to suggest a new candidate for the Orchid Awards at the next meeting.  Passed 7-1-3.
