Linda Vista Community Planning Committee minutes for November 27, 2000

The meeting was called to order at 7:03 by chair Doug Beckham

Presentation of Colors and Pledge of Allegiance was performed by the Linda Vista Girl Scout Troop #3310 and the
Senior Webelos Pack #278 led by Cadet Leaders Elizabeth and Peter Espetia

Roll call:
Present: Wayne Bamford, Doug Beckham, Pat Buckmaster, Jo-Ann Carini, Gail Cole, Ed Cramer, Grover Diemert, Greg Edwards, Jim Horsley, Bob Hursh, Alfrieda Jackson, Mel McKay, Mike O’Brien, Rob Spahitz, Ron Tomcek
Absent: Don Armitage, excused; Don Ballantyne, excused; Liliani Stiffler

Fifty-nine (59) people were in attendance for the meeting.

To fill the planning committee position vacated by Eric Myers, two candidates came forward: Julie Dueñez and Ester McNulty.  They gave brief speeches and ballots were submitted to the board members only.  The meeting continued while the votes were counted. Note: Since this was a replacement position, rather than a general election, the LVCPC bylaws do not allow for the general public to vote.

Motion (Buckmaster/O'Brien): Accept the October mintues as amended.  Unanimous approval.

Julie Dueñez was selected to join the board as an at-large member to fill out the remainder of Eric Myers' term, which ends in 2002.

Public Comment:
Mr. Ron Tomcek
indicated that he has recently seen a community which had a Westminster-style chiming clock.  A subcommittee was formed to review whether this was something we would like to have in our community.  Subcommittee members (others welcomed): Ron Tomcek, Ester McNulty, Rob Spahitz.

A new Orchid Award was presented by Jo-Ann Carini to Joshan and James Collins in recognition of the excellent landscaping at their residence.  Such awards will be presented four (4) times a year to worthy residents.

Tonight was the last session for several city reps.  Phil Blair gave a final update from District 5: the fire station has been cleaned up; the former gas station lot at Linda Vista Rd./Comstock St. will be replaced with a new structure at some future time, hopefully to be expanded into nearby lots. (He kiddingly noted that he later found out that this lot was in District 6--across the street from District 5--and that he wouldn't have spent time on this eyesore if he had known this.)

Marilyn Mirrasoul, representing Rep. Stallings' District 6, was out with a minor traffic accident and left a report with member Ed Cramer: traffic update from Goshen St. and Linda Vista Rd.--red curbs will be added, signs with warnings about the traffic will be posted; light synchronization was now funded and a suggestion was submitted to request a signal light at this location.

Motion (O'Brien/Tomcek): Send letter of introduction regarding this committee to all city representatives (new Mayor Dick Murphy, District 5 rep Brian Maienschein, etc.) Unanimous.

Main presentation:

Upcoming  University of San Diego construction projects were discussed by Pam Gray, Mike Smith, and Mark Rosen (Latitude 33) (Ron Tomcek departs meeting)
The Science and Technology Center is proposed to begin construction in Spring 2001.

Motion (Bamford/Buckmaster): Approve the Science and Technology project as presented and recommended by the subcommittee.

Motion to Table (O'Brien/Hursh)

Discussion began on whether this project displaces parking: 235 proposed spaces are removed, but 250 are added with the Kroc Institute project located up the hill.  However, with this project, the 235 spaces cannot be recovered other than through in-structure parking.  USD claims that research indicated that such parking will interfere with sensitive equipment proposed to be in the buildiing.  The impact of this displaced parking is unclear to the community.

Motion to table failed 3-10.  Note: it was unclear whether motions to table are subject to a vote.  However, with the above result, Chair allowed the original motion to be voted on.

Original motion failed: 6 in favor of approving, 7 opposed to approving the subcommittee recommendation.

One of the boardmembers is especially concerned about traffic mitigation.  The public specifically indicated concerns over the structure being for parking, but was not especially concerned about a structure being added there.
