Linda Vista Community Planning Committee Minutes for February 26, 2001

Call to order at 7:01pm.  Colors/Pledge presented by Kearny ROTC.  All Linda Vista Community Planning Committee (LVCPC) board members present.  59 people in attendance.

Announcement--16th annual Multicultural Fair and Parade will take place April 28, 8am-6pm.

Police Report--Linda Vista has benefited from the city-wide crime reduction, including a local 32% decrease in violent crime, and decreases in robberies and assault.

Public Representative Reports:

Anthony Wagner, 76th State Assembly District (Rep. Christine Kehoe)--Energy  crisis report: The state is buying lines to create paths for electricity to be made available around the state.

Robert Young, Mayor's Office (Mayor Dick Murphy)--announced  that he will field issues regarding District 6, and Stephen Jeffrey will field District 5 issues.  It was asked how this differs from the City Council reps, but since these are new positions, he was unsure. He announced that 2000 census information would be available in late March/early April, and the data may be used for district realignment for the next election cycle.

Marilyn Mirrasoul, District 6 Office (Rep. pending April vote to replace Stallings)--the lower Linda Vista Fire Department property on Friars Road will be used to expand the Silver Terrace Park, as requested; $50,000 to be used to help fund this part of the park.

Main Presentations:

Roger Manion, USD Director of Services--Report on the USD east campus housing project.  John Vaulter (Capstone West, a student housing development group) indicated that construction of two of the three buildings at via las Cumbres and Glidden Street will begin soon, and will include one- or two-levels of parking, 358 beds, and sufficient parking spaces to accommodate 80% of the students.  The audience many parking concerns but many were relate to a proposed parking structure on the other side of the campus.  A meeting for this will take place on March 29, 9:00am on campus.

Geraldine Forbes, Woodbury University--This University, a school of architecture established in Los Angeles in 1884 has been in collaboration with Mesa College to support students leaving Mesa's 2-year program.  They would like to support years 3-5 by adding a school in the Morena District on Sherman Street near the bottom of Linda Vista Road, to teach up to 300 students.  This area is classed as light industrial, so they would need a Conditional Use Permit (C.U.P.)   Again, the audience expressed traffic and parking concerns, largely because of the problems on adjacent Morena Blvd. and parking at nearby USD.  They indicated that their school encourages use of mass transit (such as the nearby red trolley line) and preach such issues in their designs.

Phil Blair, former District 5 Representative (replacing Warden)--presented a Linda Vista Orchid Award for Landscaping Excellence to Gene Schwartz for Arbor West for donating pots, mulch, and plants used as interim landscaping at Linda Vista Towne Centre while plans are made on this project.

Doug Beckham, LVCPC Chair--presented a plaque of appreciate to Phil Blair (!) for his efforts in building the Towne Centre project during his few short weeks in office.

Subcommittee Reports:

Election Committee, Ron Tomcek--identified open positions (and candidates) for the March LVCPC elections, including: Census Tract (C.T.) 91.05--none; 90.00--two (Cole, Jackson); C.T. 89.01 (none); C.T. 88.00--two (Horsley); C.T. 87.00--three (none); C.T. 86.00--three (Armitage, Ballantyne, Stiffler, Edwards).  Any additional candidates can run in the April at-large elections.  A candidacy application was requested to be sent with the March Agenda.

Skateworld Offstreet Parking, Tomcek plus owner Gary Stang--Add 24 parking spots in the Towne Centre lot with a lease agreement that rent will be paid to the city for these spaces, they will be paved, maintained, kept clean, follow A.D.A. codes, and include lighting, watering and landscaping, and that the lease has no guaranteed renewal clause.

Motion (Diemert/Buckmaster): Accept the plan as indicated above.  Advisory vote only: 17 in favor, 0 against, 1 abstain.

Silver Terrace Park--This park has been expanded to the Fire Station lot to include a Police Officer's Childcare Association structure with eight 12' by 60' modular units and with a maximum of 6000 square foot area reserved for the future2-story building in the Northwest corner of the lot.

Motion (Ballantyne/Hursh):  Accept park presentation as made above.  Vote 16 in favor, 0 against, 2 abstain.

Note from Mirrasoul: city has insufficient funding for the entire project, so it is proposed that the project be phased in as money becomes available.

Change Meeting Time to 6:30???, Gail Cole--discussion on whether we should change the meeting time, proposed so our meetings can complete sooner, such as the typical agenda's 9:00 time.  Vice-chair O'Brien indicated that the chair is responsible for the agenda, the times, shortening or lengthening meeting items, etc.  Secretary Spahitz indicated that a new meeting time would set a precedence with long-term effects, including city paperwork.  Question arose as to whether this is to allow more things to appear on the schedule.  The committee decided not to take any action at this time.

Motion (Cole/Edwards): Designate Tomcek and Bamford as the official LVCPC representatives to the Linda Vista Towne Centre project group.  Vote: 14 in favor, 0 against, 1 abstain, Armitage/Diemert/Buckmaster had departed.)

Treasurer's Report, Liliani Stiffler--$76.51 collected; total in bank to be announced next month.
