Government Representative announcements:
Anthony Wagner, 76th State Assembly District (Rep. for Christine Kehoe.) Energy Conservation issues (related to the electricity crisis)--rebates are being made available for various big-ticket items (refrigerators, washing machines, etc.), if approved by the State Senate in early April (Assembly Bill AB29X call or e-mail for a copy of the bill: Anthony.Wagner@asm.ca.gov, 619-294-7600) Note that watt-usage meters should be available through SDG&E if you contact them.
Kevin Decker, 78th State Assembly District (Rep. for Howard Wayne.) Natural Resources were being discussed as well as planned growth.
Jason Farran, 4th County District (Rep. for Ron Roberts.) A re-districting meeting will be taking place March 29th at the County Administration Building Room 310 to discuss whether the new census should be used to perform redistricting, and if so, how. Also, a free tree program was mentioned to request locations in the Linda Vista community.

Marilyn Mirrasoul, 6th City Council District (vacant seat, pending mid-April election or subsequent run-off.) A tree-planting occurred on the morning of March 26 at Genesee Avenue near Whitney Street. The Friars Road Park (a.k.a. Silver Terrace Park) is now fully funded at $450,000 (with funds to be transferred on May 7.) The Central Animal Shelter, locate in lower Linda Vista, will be opening around end of July/early August. The Tecolote Nature Center's expansion project is now funded, and it will host the annual Baskets and Botany cultural event on April 28 (located at the end of Tecolote Road, opposite Sea World Drive at I-5.)
Clint Carney, 5th City Council District (Rep. for Brian Maienschein) Brian is working on the city's Strategic Framework. April 7th at 9am there will be a clean-up of the handball courts at Montgomery Middle School. The annual Linda Vista Multicultural Fair and Parade will take place on Saturday, April 28, starting at 10:00 a.m.
Officer Deborah Border, Western Division Police Department's acting communications relations officer. Several booklets are available with hotlines for graffiti control and a variety of other useful community numbers. A new captain has been placed, Captain Bruce Pfefferkorn.
Public Comment (and more reps.):
Donna Frye, a candidate for the currently vacant District 6 City Council seat, introduced herself.
Alfrieda Jackson, concerned citizen and CPC board member reminded us to turn off as many appliances as you can during blackouts to prevent power surges and possible burnouts on reconnection of the power.
Mike Rodriguez, Park and Recreation Department representative. Playground improvements are being made at Linda Vista park (to meet new city codes), lighting improvements were made at Kearny Mesa Park, and three projects are being prepared to improve other local parks:
1) Kelly Street Park tot-lot and A.D.A. (American Disabilities Act)
compliance
2) Mission Heights basketball courts are being converted into full courts
3) The Academy's lower field will receive turfing.
Motion (Bamford/Buckmaster): The LVCPC supports these three projects mentioned above. (Amendment: Tomcek): and we write a letter to this effect to the two council districts (5th and 6th). Motion passes 15 for, 1 against, 1 abstention.
Jo-Ann Carini, Landscape Maintenance District chair. Graffiti was removed along 400 feet of fencing along Genesee between Whitney and Osler Streets. Also, 238 plants were added. (As an additional note presented at the end of the meeting, 10 men and 3 ladies from the Alpha project, added $13,000 worth of free plants which did not come from LMD funds.
Motion (Tomcek/Armitage): Approve February minutes with corrections (including acknowledgement of all reps who spoke at the meeting.) Motion passes, 16 in favor, 0 against, 1 abstention.
Main Presentation:
Ann Kern Housing Commission Program Analyst, and Bonnie Contreras, City of San Diego Community Development Project Manager, presented the city's Consolidated Plan for affordable housing. This is an action plan used to acquire federal funds, and requires a 5-year plan. The funds include Community Development Block Grant (CDBG) funds. The plan's goal include:
The CDBG funds are entitlement funds (meaning that they are acquired without competition, but do require an accepted plan.)
The human/social services include projects for the homeless, youth, disabled (and other A.D.A. programs), AIDS victims, etc.
The new, pending project for the Linda Vista Towne Centre is one of the recipients of funds from this plan.

Action Items:
Linda Vista Towne Centre, a project to manage the vacant lot at the southeast corner of Linda Vista Road and Comstock Street. Projects for this lot are in being review for design, function, and use. The new School of Architecture students were asked to design plans, but many of the plans came back as "too small," so it was being re-thought to possibly become a project that would include the entire block which includes the adjacent shopping center.
Motion (Tomcek/Horsley): Accept the documented motion submitted to the secretary and read at the meeting (see below), which is essentially to view this project as a large-scale project, not just a project on the corner lot. Motion passed with 16 in favor, 1 against.
Motion wording: "That: The Linda Vista Community Planning Committee highly recommends that the City Redevelopment Agency, in convert with the Real estate Asset Division, immediately retain an experienced professional community developer to assist the community of Linda Vista in the redevelopment of the Linda Vista Town Center (sic), pulling together all ideas from various groups, including interested citizens, tenants and property owners, involved in the overall Town Center Project Planning Area.
"The Linda Vista Community Planning Chairperson is directed to officially inform the offices of Council Districts 5 and 6 of this recommendation, by letter, when the motion is approved."
(Note that this project is typically referred to with the following spelling: Linda Vista Towne Centre.)
Additional Presentation:
Stacy Seitz, Junior Engineer for the City of San Diego Wastewater Department, gave an update on the Trunk Sewer Phase II project, which encompasses an area south of Tait Street, west of Rte 163 and down Westinghouse. Updates were given on the funding of this project, the design, and an implementation schedule.
Subcommittee Reports:
Board Elections took place, including various speeches (limited since most seats had no competition), and ballots were handed out.
During courting of the ballots, Treasurer Liliani Stiffler announced that $33 was collected during the meeting, giving a total CPC account balance of $131.72.
Election Results (elected members):
Note that these members will take their seats during the May meeting, as per last year's changes to the by-laws which allows officers to continue on until new officers are selected at the May meeting. This year, the secretary's seat fits this criteria. Without the rule change, the current secretary would no longer be a member, and the group would have no secretary until a new election in May.
