April 23, 2001, Linda Vista Community Planning Committee (LVCPC) call to order by chair Doug Beckham at 7:03 p.m. followed by presentation of colors and pledge of allegiance performed by Linda Vista's Kearny High School Junior R.O.T.C. Color Guard Unit led by Sgt. Jerry Ingram.

Government Representative Announcements, et al.
Capt Bruce Pfefferkorn, new captain of the Western Division Police Department (located on Friars Road near Napa Street), introduced himself, noting that he grew up in Linda Vista.
Deborah Borders was introduced as the Police Department's Public Relations contact.
Ron Tomcek, chair of the LVCPC subcommittee on board elections, indicated that there were three opening available for at-large positions, and there were three nominees: Ester McNulty, Roy Hughes, and Jo-Ann Carini. Other nominees were invited to come forward, but none did.
Motion (Buckmaster/O'Brien): Accept the three nominations by affirmation to the three open positions.
Vote by entire audience: Motion passes with none opposed, one abstention.
Mr. Tomcek also notified the board of upcoming Landscape Maintenance District elections (for June) and candidates Erin and Joselin were briefly introduced.
Robert Young, Mayor's office representing District 6: The Strategic Framework Element "City of Villages" concept will be presented on May 15 in Clairemont for the communities of Clairemont, Linda Vista, and Serra Mesa.
Clint Carney, representing District 5's Councilmember Brian Maienschein. Brian will be at the annual Linda Vista Multicultural Fair and Parade.
Marilyn Mirrasoul, representing District 6's unoccupied seat. The election for District 6 was narrowed down to two candidates: Donna Frye and Steve Danon. The Kramer Street/Morena Blvd. light synchronization is behind schedule. The proposed Ulric Street/Linda Vista Road left turn signal is schedule for February, 2002. Crosswalks will be painted yellow at various schools.
Anthony Wagner, representing 76th District's State Assemblywoman Christine Kehoe. An energy conservation guide was made available, and she will also be at the Fair
Kevin Decker, representing 78th District State Assemblyman Howard Wayne. A Community Service Guide was presented, and he will also be at the fair.
Theresa Millette, City Planner's Office. On May 23 there will be a Volunteer Recognition Dinner at the Balboa Park Club.

Public Comment
"How can we increase notification about our group?"
"Can we underground utilities around various city projects, such as the
upcoming sewer upgrade project?"
Motion (O'Brien/Bamford): Chair should submit a letter to both District 6 representatives showing our support of Marilyn Mirrasoul as our representative.
Motion passes with 13 yes, 1 no, 1 abstention.
Motion (Horsley/McKay): Approve the March minutes.
Motion passes with 14 yes, 1 abstention.
Main Presentation
(The Manning Street Sewer Replacement presentation was postponed until May.)
Robert Mathers is seeking a street vacation on land reserved for a future road into Tecolote Canyon adjacent to his house. This vacation would not impact the 15-foot wide required for canyon access. O'Brien had submitted a request for the Fire Department, but had not heard back yet.
Motion to Table (Bamford/Buckmaster) until next meeting.
Motion passes with 12 yes and 3 abstentions.
Subcommittee Reports
Treasurer's report, Liliani Stiffler: $32.61 was collected at the meeting.
Motion (O'Brien/Bamford): Take up to $25 to be used to purchase a Chair's gavel for the meetings.
Captain Pfefferkorn donates $20 toward this purchase and the motion is withdrawn. Rick Bussell, new boardmember, donated another $5 toward this effort.
LMD report, Joshan for Jo-Ann Carini: Reminder of the Brown act: meetings must be public. The Genesee Avenue planting occurred on April 11; a tree was being replaced which was lost in an automobile accident; the LMD budget was balanced by drawing from last year's reserve; the Linda Vista Civic Association International Market will be starting in June, and must go through the Rec Council. Clint Carney added an LMD update: the tree planting occurred on Genesee between Whitney and Osler; the back of the handball court at Linda Vista Park, which faces this area, had its wall mural painted on April 12. Citizen Charles Johnson indicated that the median needs more plants.
COMPACT report, Michael O'Brien. Transportation of the Strategic Framework suggest that smaller buses are being considered to hook to larger bus lines. "Are alternative fuel-source buses being considered?" There is currently no discussion in this regard.
North Bay Redevelopment District (NBRD), Gail Cole: Councilmember Byron Wear is trying to close this Political Action Committee (PAC). She requests that District 6's projects retain these allocated funds, and those for the proposed traffic circle (at Napa Street and Linda Vista Road), and for related landscaping. Can we possibly establish an advisory committee to help people displaced by development?
Zoning, Don Ballantyne: Regarding the JPI project (housing complex proposed on Friar's Road across from the east entrance to Fashion Valley Mall). Member Tomcek indicated that the Community Plan, page 31, item #3 indicates that we should discourage incompatible land use, and argues that this fits that category. Ballantyne indicates that they have done everything according to code. Millette indicates that City Council should support the Planning Committee recommendation since the City approved the Community Plan.
