Linda Vista Community Planning Committee Minutes for September 24, 2001

On September 24 th at 7 p.m. Vice Chairperson Doug Beckham called the Linda Vista Planning Committee (LVCPC) to order at Linda Vista Public Library. 

The Linda Vista’s Kearny High School Junior ROTC color guard presented the Colors and led the Pledge of Allegiance. 

Roll Call: Don Ballantyne, Wayne Bamford, Doug Beckham, Pat Buckmaster, excused, Rick Bussell, Jo-Ann Carini, Gail Cole, Ed Cramer excused, Grover Diemert, Julie Duenez, Greg Edwards, Alfreida Jackson, Gary Stang, Ester McNulty, excused, Jim Horsley, Ron Tomcek, excused, Lilliana Stifler, all Present 

55 people were in attendance 

Elected official’s comments: Nicole Capretz from District 6: Discussed the issue of tickets to residents who encroach on sidewalks when they park, announced that the city will only accept public comment before its Tuesday a.m. meetings. Nicole also mentioned that Donna had met with members of the community about substandard housing.
Donna Frye will be at Bayside every 3 Friday of the month from 3 – 5 to meet with residents. 

Monica Ortiz from Brian Maienschein’s office was present. Indicated that Oct. 22 will be her last time to attend due to redistricting. 

Minutes of the August 24 meeting were presented. The following corrections were made: Julie Duenez was present and Rick Bussell was excused. Jo Anne Carini moved for acceptance with corrections and Rick Bussell seconded. 

There was public Comment. Andrea Barnwell introduced herself as the Linda Vista Collaborative’s Coordinator.
Don Ballantyne made a motion that the monthly collection be forwarded to the 911 fund for relief of victims of September 11 disaster. Gary Stang seconded the motion. 11 in favor with 2 abstentions.  $165.11 was collected. 

Agenda: 

A presentation on the Modern Roundabout: Siavash Pazargadi, P.E. Senior Traffic Engineer was made a presentation on the roundabout planned for Napa Street and Linda Vista Road. There was much discussion and many questions. 

Morena Median Landscaping: Wayne Banford made a motion, seconded by Rick Bussell to write a letter to Donna Frye in support of allocating $115,000 of funds for seven Morena/West Morena Boulevard medians.  Motion passed 11 in favor with 2 abstentions. Letter is attached. 

Water Main Replacement: John Wells, Metro Waste Water Division Project Coordinator presented the replacement project of water mains scheduled for Bianca Street in Overlook Heights.
Replacement of exposed sewer main: Rich Bussell moved and Greg Edwards seconded a motion to approve the replacement of 660 feet of exposed Cast Iron Sewer line in the canyon at Manning Street with Plastic Pipe.  9 in favor with 2 abstentions. 

SDG&E Laydown Yard: Mark Chomyn discussed the proposed change in use of the storage yard at Gains Street and Friars Road.  There will be detailed report prepared by City to be presented to Committee. 

USD Update was not addressed and was pulled from the agenda. 

JoAnn Carini made report on landscape Maintenance District. It has been filed with Secretary.
