Minutes for November 26, 2001
At Linda Vista Public Library

Meeting was called to order by Chairperson Ed Cramer at 7:02 p.m.
Color guard from Kearny High School Junior ROTC led us in the Pledge of Allegiance.

Roll Call was conducted with following present: Don Ballanytne, Wayne Bamford. Doug Beckham, Pat Buckmaster, Rick Bussell, Jo Ann Carini, Gail Cole, Ed Cramer, Grover Diemert, Julie Duenez, Greg Edwards, Roy Hughes, Alfrieda Jackson, Ester McNulty, Gary Stang, Ron Tomcek, Don Wetzel were present. Liliani Stiffler and Jim Horsley were absent.

37 people were present and $23.00 was collected for snack fund.

Reports:
Deborah Borders, Community Policing officer announced that she has help at the storefront. The new officer is Tam Nguyen.
Nicole Capretz from Donna Frye's office discussed the article about parking tickets in the community of Scripps Ranch and that some were rescinded. She mentioned that Council Member Frye has set aside $50,000 to fund a request for proposal for a master plan of the Townsite center. She also announced that Linda Vista might be an area where a citywide lead paint prevention program is initiated. This generated a great deal of discussion.

Lieutenant Joyce Edgers clarified that many different parts of the city issue traffic tickets. Patrol officers do not issue most.

Cecilia Williams presented a Linda Vista map showing the Zoning for various areas in the community. She also reported on the latest work of SDGE in regards to the appropriate use of the Gaines Street LayDown Yard.

Gary Stang reported on Operation US Mail Support for overseas troops. He hopes to mail 50,000 letters to the troops in the Middle East.

Main Presentation was on the budget for Linda Vista Landscape Maintenance District. Presenters were Don Mackie, Steven Yates and Kathy Wigdahl. They reported that the LV Landscape Maintenance District would be short on funds within the district if it wishes to run the district at current level. There will be a $10,000 shortfall in 2002 and another $10,000 shortfall in 2003.

We have two choices: 1) Lower service level or 2) raise the assessment. There will have to be an election to raise the assessment. The election will be paid for by the district and is very expensive. It costs between $ 10,000 and 12,000 to conduct an election.

The recommendation by Mr.Yates is that we raise the rates from $10.34 per doorknob to $14.00 plus CPI and 4 %. This would eliminate having to conduct elections in the future if members of the district passed the rate.

Action: The Landscape Maintenance Assessment District subcommittee recommends that the board members approve and support an effort in having a ballot mailed out to property owners in seeking the passage of the new landscape maintenance assessment district budget. Doug Beckham moved to accept the recommendation and Rick Bussel seconded the motion. 12 voted in favor and 1 against and one abstained.

Advisory vote on speed bumps on Langmuir, Lanston and Gifford Way: 80 % of the residents have signed the petition to install the speed bumps. Ron Tomcek moved to approve the request by residents. Gail Cole seconded the motion. 12 voted in favor, 2 abstained.

Committee was asked to review their mission and current efforts. This was completed.

The minutes of last meeting were approved with following corrections: Liliani Stiffler was present and Alfrieda's name was corrected. Motion by Doug Beckham and seconded by Jo Ann Carini.

There will be no meeting in Dec. Next meeting will be in January.
