Chairperson Ed Cramer called meeting to order at 7:06 p.m.
Color guard from El Cajon Calvary Chapel Boy Scout Troop # 318 led us in the Pledge of Allegiance.
Roll Call was conducted with following present: Don Ballantyne, Wayne Bamford. Rick Bussell, Jo Ann Carini, Gail Cole, Ed Cramer, Grover Diemert-excused, Julie Duenez-excused, Greg Edwards-excused, Roy Hughes, Alfrieda Jackson, Ester McNulty-excused, Janis Richmond-excused, Rob Spahitz, Gary Stang, Liliani Stiffler, Xiongh Thao-excused, Don Wetzel.
Jim Horsley was absent.
30 people were present and $16.50 was collected and $6.50 deducted for snacks.
REPORTS
Donna Ascano said that Mayor Murphy was suggesting Patriots Day, September 11 should be marked by porch lights on dusk to midnight and car headlights on dawn to dusk that day
Jason Weisz said that Christine Kehoe is sponsoring AB 3924 "FAX Advertising Ban"
Nicole Capretz from Donna Frye's office introduced Kevin Smith who will be our Council Rep from Council District 6. His number is 619-533-6469. Nicole now heads Policy matters for Donna Frye. She announced 1) Neighborhood Slow Down Signs are available at meeting, 2) Mission Bay Land Fill Technical Advisory Committee has been assembled to study all aspects of the problem, 3) Pink Motel is in the North Bay Redevelopment Area Study 4)Tecolote Nature Center has funding available,. 5) A Lead abatement program is in operation for the LV area.
Cecilia Willams, of City Planning Office reported that the City of Villages received Planning Commission approval at its recent public comment meeting.

There was a call for volunteers to put the flags out along LV Rd. on September 3.
AGENDA ITEMS
1) Pacific Bell C.U.P.
Brian Hanson, Project Architect presented the planned building to house the additions to the switching facility adding 25,000 sq. ft to the existing 47,000 sq. ft. More equipment but no addition to the 7 employees already there.
Rafael Garcia of Pacific Bell fielded many questions including those about the cell phone antennas on the current building which are in a previous C.U.P.
Don Ballantyne moved that we give our approval to the CUP application, seconded by Don Wetzel, and passed 10 for, zero against.
2) San Diego Gas & Electric Old Town Substation (replacing fencing at Riley and Benicia)
SDG&E requested tabling till next meeting
3) Sam Hasenin presented the plans for the FRIARS ROAD/PACIFIC HIGHWAY BIKE PATH CONNECTION. The construction of this single sloping path, ten foot wide, will provide a connection between East County and the beach areas. It is part of the Bicycle Program of the Street division of the city and funds of $198,000 come from the Transportation Development Project, administered by SANDAG. Construction 6/03-12/03. No vote needed.

CITY OF VILLAGES: Ed Cramer called on:Cecilia Williams, City Planners Office, who explained the Status of City of Villages. City Council to consider General Policy Framework, not yet any specific projects or proposals. A citywide policy is to be formulated
TRAFFIC: Doug Beckham reported 1) the light at Alcala Knolls is in construction. Plans for controlled intersections at Eastman & Fulton and Comstock & Kelly are being analyzed.
HUMANE SOCIETY: Wayne Bamford reported the C.U.P has been approved. (LVCPC had previously approved the CUP application by 18:0)
LVCPV MINUTES
A motion to approve as amended the July 22, 2002 minutes by Rob Spahitz and seconded by Gary Stang. Motion passed unanimously.
