Linda Vista Community Planning Committee Minutes
October 28, 2002

Secretary Diemert was unable to attend the meeting, so secretary pro-tem Hughes took notes. The presentation of the Colors was made by Chesterton Elementary School Girl Scout Brownie Troop #3089.

Members in attendance included: Don Ballantyne, Wayne Bamford, Rick Bussell, Doug Beckham, Gail Cole, Ed Cramer, Greg Edwards, Roy Hughes, Alfrieda Jackson, Janis Richmond, Gary Stang, Lilliani Stiffler, Ron Tomcek, Xiongh Thao, Don Wetzel. Members absent: Jo-Ann Carini (excused), Grover Diemert (excused), Ester McNulty, Rob Spahitz (excused).

Celebration of Alfreda Jackson's 95th Birthday and her long active participation in Linda Vista planning and civic affairs. Commendations were presented to her by representatives of Councilmember Donna Frye's office and Mayor Murphy.

The Nominating Committee submitted candidates Doug Beckham and Pat Buckmaster to fill the seat of Jim Horseley. LVCPC members elected Doug Beckham to fill the vacant position.

Reports were made by City Officials.

  1. Lt. Joyce Edgars reported on a robbery at McDonalds. The tip line number is 521 3000.

  2. Kevin Smith of Donna Frye's office reported a) Red Curb repainting on Linda Vista is under way. Donna Frye would be at the community meeting at Bayside Center.

  3. Donna Ascano of Mayor Murphy's office relayed the Mayor's statement that he would not support increase in housing density over community objection.

  4. Cecilia Williams, City Planner announced that City of Villages Strategic Framework had been approved by the Council.

Agenda item presentations

  1. John Wells, SD Project Engineer, presented an overview of the Knoxville & Bianca St. water project. Six inch Cast Iron water pipe is being replaced by 8 inch PVC to improve the reliability of the system. Scheduled work to be 81 working days starting during first week in December, 2002.

  2. C. William Jones of City Link investments described the revised plan for Morena Vista which recognizes the withdrawal of the Napa St Roundabout plan. The current plans are for approximately 160 housing units and 16,500 to 18,500 square feet of retail space, and the same area of Lofts above the retail. The project will ask for a discretionary height of 45 feet. The project has Redevelopment Agency and MTB support, and is viewed as a catalyst for North Bay Redevelopment.

    Wayne Bamford moved with Rick Bussell second that LVCPC reaffirm their support for the project. Vote was taken. 12 for, 0 against and 1 abstention.

  3. Cathy Mahmud, SD Asst. Project Manager North Bay Redevelopment Board described the proposed Mixed-Use project at Morena Blvd.and Viola, involving the Bay View Motel and adjacent properties. The Project would be a 33,000 sq.ft. redevelopment. Cathy pointed to other projects such as the new Pt. Loma Library, Vietnam Veterans, and Morena Vista as examples of other redevelopment. Bay View Motel has been the center of much policing activity: 118 calls; 23 arrests; 3 Search Warrants issued. Ken Stone of City Attorney's office said Code Compliance actions have been underway, and, also, a possible investor interest outside of the redevelopment process appears possible.

    Owners ( D. & M. Sepe) of Lot 11 within the proposed project were in attendance at the meeting and voiced their dismay at the redevelopment project being used to solve an enforcement problem on the property adjacent to their property which would cause them to lose their property.

    Wayne Bamford moved with a second by Rick Bussel that LVCPC table any consideration of the approval of the Proposed Mixed Use project at Morena Blvd. Motion passed 11 for, 0 against

    Don Ballantyne Moved with a second by Gail Cole that LVCPC recommend removal of all three properties from the North Bay Redevelopment District.
    Motion defeated: 4 for; 5 against; 2 abstained.

  4. Mark Koll SD Project Manager for Hwy 163/Friars Road Interchange Redesign Project presented an overview of the concept & requirement basis for the traffic flow to be accomodated by the redesign. Chris Johnson interchange design consultant presented many elements under consideration in the design to be developed.

Doug Beckham moved with a second by Rick Bussel for adjournment. Passed unanamously at 9:29
