MINUTES FOR FEBRUARY 2003 ON 24TH AT LINDA VISTA LIBRARY

7:08 Ed Cramer, Chair called meeting to order
Kearny High School Junior ROTC and Chesterton Girl Scout Troop conducted t he Presentation of the Colors and led the Pledge of Allegiance.

50 people in attendance and $13.14 was collected to pay for water and cookies

Roll call was conducted with all were present or excused. 

Deborah Borders from Police Dept talked about Western Division Graffiti Task force and reminded people to sign a release for police to enter their property to inspect and remove graffiti.

Kevin Smith from District 6 office announced that Silver Terrace Park should be open in fall of 2003

Donna Frye will hold a Linda Vista Forum at L.V. Park and Rec. on March 10th at 5:30 pm. All are invited

Council day will be March 21 from 2-4 pm at Bayside Community Center

Mayor’s office.  Donna Ascona will be leaving the mayor’s office. She introduced her replacement – Seth Litchney 619-236-7054, Slitchney@sandiego.gov

The University of San Diego Symphony will perform at Montgomery Academy Auditorium on Friday, March 28th at 7 pm.

Agenda change:  Condo Map Waiver for 5803 Riley St was removed as action has been completed.
Added to the agenda was request from Donna Frye to re-organize the Mission Bay Park Committee.  Janice Richmond moved to approve agenda change and Doug Beckham seconded motion.  All agreed.

Main Presentations:
Mr. Alan Johanns at 858-573-1262 presented initial information on the Linda Vista Lead Abatement Pilot Project.  There was robust discussion.  At end of discussion Ed Cramer asked for volunteers who might advise the project and its citizens task force.  Liliani Stifler has volunteered to serve on the committee.

People for Trees and Urban Corp presented the latest information on obtaining free tree on City property.  If interested call Urban Corp at 619-235-6884 or People for Trees at 619-222-8733

City of Villages:  Janet Kaye and City of Villages subcommittee requested that Chair Ed Cramer write a letter of support for efforts to obtain a pilot site at Morena Blvd.

All approved of letter prepared by Mr. Cramer with exception of a spelling error

Proposed 6-unit condo project on Mildred Street.  The architect presented the initial concepts for a new six-unit condo project at 5971 Mildred St.  If project moves forward they will need a variance on curb cuts.  No action at this time

Restructuring of the Mission Bay Park Committee request by Donna Frye.

Donna Frye’s office presented a letter and a draft of  a change in Municipal code for the Mission Bay Park Committee  Doug Beckham made a motion to approve the request and change in code, Wayne Bamford seconded the motion. After discussion Ron Tomcek moved to amend the motion as follows: The Municipal code needs to provide a mechanism so that the terms of the Mission Bay Park Committee match the terms of the community planning group representative. Doug accepted the amended motion. The amendment passed with no dissent.
Call for the question on original motion produced the following 12 in favor 1 opposed. Motion with amendment passed.

Minutes of last meeting were approved with correction that Janice Richmond was excused and not absent.

Minutes were approved and meeting adjourned at 9:18 pm.
