Minutes of the Linda Vista Planning Committee

Chair Ed Cramer called meeting to order at 7:05
No color guard.
All members present except Greg Edwards and Xiongh Thao who were excused.

Officer Deborah Borders made her report - had no major problems at Fair on Sat.

Seth Litcheny from Mayor’s office: announced the new law that allows seizing vehicles that have repeatedly raced on roadways.
Kevin Smith from Council District 6 talked about under funding of employees retirement fund and that Ms Frye has requested an audit of the program.
Ed Cramer volunteered to represent Linda Vista on the Lead Abatement Pilot project.
Councilmember day at Bayside will be second tuesday of each month at 12 noon till 2 pm.

Election of at large members for the committee was conducted by Ron Tomsek. Candidates were Jo-Ann Carini, Gail Cole, Roy Hughes, Alfrieda Jackson, Ester McNulty, Monique Musser, Liliani Stiffler and Mathew Schnurer. The following were elected: Jo-Ann Carini, Gail Cole, Roy Hughes, Ester McNulty, and Liliani Stiffler.

Old item/business: SDG&E LayDown yard or substation on Gaines St. A motion was made by Ron Tomcek with a second by Doug Beckham to authorize the chair to write a letter to rebutting SDG&E position that the laydown yard is a permissible use for the area. All supported the motion.

Janet Kaye thanked all that helped with the fair.
Was a complaint that fence for the day care facility on East Jewett is a traffic hazard since it blocks the line of sight for people driving by and for parents leaving the facility. Sent to committee.

Sidewalk Maintenance:
Roland LuQue made a presentation on who is responsible for sidewalk maintenance. The property owner is unless the trees in city right of way are the problem, repair done on street that cause the damage or subsidence.

Morena Vista:
William Jones and staff presented their plan for the Morena Trolley site. After much discussion Don Ballantyne moved to approve the plan, seconded by Doug Beckham. 14 people voted in favor of project and with 2 opposed.

Gaines Street Fresno Village presentation. Presentation was made but project sent back to subcommittee due to city concerns.

Linda Vista Pilot Lead Abatement Project Sub committee presented the following motions from the Code compliance meeting:

Motion 1: Be it resolved that the Linda Vista Planning Committee be the owner/managed of all aspects of the Linda Vista Pilot Lead Program. There was much discussion as to what owner/manger means since the planning committee has no direct access to funds.

Motion 2: That up to one half of the CDBG monies allotted for Linda Vista proactive code enforcement for the coming 2004 fiscal year be applied in the following sequence to the Linda Vista lead paint program scheduled to commence.
1. Provide blood testing for lead starting in August of 2003 for all pre-school and kindergarten children in the Linda Vista Community Planning Area.
2. Inspect for lead in all public and corporate buildings used as (a) used as day care center, (b) used as preschool/kindergarten classrooms, (c) used to conduct organized programs for children, which are funded with public funds.
3. Educate the Linda Vista Planning Area community about lead paint awareness (a) provide written information at all locations being tested for lead based paint as mentioned above. Management/staff at these locations shall actively disseminate this awareness information. (b) Produce a lead awareness mailing(s) with prior approval by the Lead Subcommittee and the Linda Vista Planning Committee.
Ron Tomcek moved to approve the above motions, Janice Richmond seconded the motion.

Jo Ann Carini made a substitute motion to amend the second motion "That an unspecified amount of CDBG monies..." instead of up to one half.
Substitute motion failed

Vote on original motion was 10 in favor and 2 opposed.

Update on Bayview Motel legal issues:
Ken So reported on the injunction on the owner that he has to sell the property, cannot own another hotel in San Diego and hire a property manager.
The bungalows next to the property have been sold and will be remodeled this year. Francis Parker Schools informed the committee that they are in process of upgrading their property and will be bringing a project proposal at a later date.

Liliani Stiffler passed out minutes from March meeting.

Grover Diemert called for adjournment at 10 pm. Meeting adjourned.
