LINDA VISTA COMMUNITY PLANNING COMMITTEE MINUTES
Monday, March 22, 2004
Ed Cramer, Chair, called the meeting to order at 7:05 p.m. The meeting was held at the Linda Vista Public Library.
Presentation of Colors and Pledge of Allegiance was performed by the San Diego Police Department Color Guard Unit.
Roll call was conducted by acting Secretary, Dianne Cramer.
Members Present: Bamford, Beckham, Bussell, Carini, Cole, Cramer, Diemert, Duncan, McNulty, Richmond, Spahitz, Stang, Thao, Tomcek, Wetzel.
Members Excused: Ballantyne, Edwards, Hughes, Stiffler.
Total Attendance: 81
San Diego Police Chief Lansdowne addressed many areas of Public Safety and praised the excellent reputation of the San Diego Department and its dedicated officers as one of the prime reasons he came to San Diego. He covered crime prevention issues such as providing greater police presence and visibility through better planning, new procedures in use of force, domestic violence, neighborhood involvement, budgetary challenges, police training, equipment status and needs, and gang control. Questions and answers covered drive by shootings, the recent drop reported in crime statistics, police academy, grafitti, gangs, car theft and neighborhood watch. Many of the police officers from Western attended and participated in the question and answer forum.
Greg Shannon presented future plans for remodeling and expansion of the Francis Parker School. These plans include building replacement and expansion of approximately 48,000 sq. ft., artificial turf installation, a projected increase of enrollment from 700 to 800 students, two story buildings replacing one story, and environmentally sustainable buildings.
Maureen Ostrye of the San Diego Revelopment Agency, recommended in her emails of 2-27-04 and 3-12-04, that the Linda Vista Planning Committee approve transferring the remainder of funds in the First Time Homebuyers Program to a Rehabilition Loan Program. Moved by Beckham, seconded by Richmond. Yes 14, No 0.
Ron Tomcek conducted the election of Committee members. Elected for two-year terms beginning in May, 2004 were: Census Tract # 89.01 – Greg Edwards, Janis Richmond, Ron Tomcek, # 90 – Grover Diemert, Xiongh Thao,
Neighborhood Development Permit for 1504 Coolidge Street (Musser residence – 406 sq. ft. addition) was approved 14 yes, 0 no. Motion by Bamford and second by Beckham.
The Morena Corridor Vision Committee chaired by Janet Kaye requested recognition and support by the Linda Vista Community Planning Committee. Members asked that the Morena Vision Committee keep LVCPC members informed through regular reports. Moved by Bussell, second by Diemert to support the Vision Committee. 13 yes, 1 no.
A Fashion Walk Condo Project Information update was provided by Steve Quinn, President of American Property Enterprises. The subjects covered were outlined in the 3-17-04 email (Plng Comm cmts – Fashion Walk) from Bill Tripp of Development Services provided to committee members.
