LINDA VISTA COMMUNITY PLANNING COMMITTEE MINUTES

Monday, June 28, 2004

Ed Cramer, Chair, called the meeting to order at 7:00 p.m.    The meeting was held at the Linda Vista Public Library.

Roll call was conducted by acting Secretary, Dianne Cramer.

Members Present:  Ballantyne, Bamford, Beckham, Bussell, Carini, Cole, Cramer, Diemert, Edwards, McNulty, Stang.

Members Excused:  Castro, Duncan, Hughes, Thao, Tomcek, Wetzel.

Members Absent:  Richmond , Stiffler.

Total Attendance:  20

Seth Litchney of the Mayor’s office presented the initial edition of the newsletter, Murphy Messenger .  Seth announced that he was transferring to District 2, and that his replacement would be introduced at our next meeting.

Kevin Smith of Donna Frye’s office discussed the Strong Mayor issue and invited participation at the upcoming hearing on June 29.  He also discussed recent action and discussion on the 2 ½ cent TOT ballot proposal and Closed Sessions.

Kim Gerhard of the Redevelopment Agency outlined the Morena Blvd. Long Term Improvement Program and asked for input.  Her telephone number is 523-5369.

Cecelia Williams advised that her office days are from Monday through Thursday and announced that the next Community Orientation Workshop (COW) would be held on June 30th at 6 p.m.   Details covering condo conversions have been emailed to the Chair who can forward them to interested members.  She will provide the new census boundaries which affect the area covered by the Committee.

Rick Bussell reported on preparations for the Fourth of July activies in Mission Bay and advised members that residents in that area are hostile to unruly behavior.  150,000 people are expected to use the Bay over the Fourth.  He also advised us about possible road closings and the alcohol ban for Fanuel <10.0pt"> Park .

Libby Day of the Redevelopment Agency delivered the newly approved 5 year Implementation plan for the Linda Vista Shopping Center properties and advised that the Katz survey on the 2 lots owned by the City should be ready in September.  The implementation program contains the newly revised rehabilitation loan provisions.

Tom Cleary of USD expressed thanks for the newly improved crosswalk marking at Mildred Street .  He also advised that USD now has a sister city in Afghanistan and that USD is hosting Para-Olympic activities.                                                                                                                                                                                                                                               

Grover Diemert advised that Bayside Community Center now has a new entrance and that sadly, funding has been cut for many social service programs.

Sarah Granby presented the most recent edition of the Linda Vista Civic Associations community newsletter, The Linda Vista View.

Main Presentation: 

Lisa Gonzalez, Senior Policy Analyst for Donna Frye, spoke on the history of development in Mission Valley which covered everything from the original May Company center in l950’s to the present date.  Included was the background for all the more recent development west of Qualcomm Stadium and the missteps which led to inadequate infrastructure.   She brought the committee up to date on the legal proceedings in process which may, if enacted,  lead to improved traffic flow on the west side of 163. 

Linda Vista Landscape Maintenance Assessment District elections were held with the following elected for a term of two years:  JoAnn Carini, Sandy Duncan, Ed Farley and Esther McNulty.

Doug Beckham presented the problem of speeding traffic on South Judson coming out of the Genesee Summit complex and recommended that the committee approve a motion to provide a stop sign and traffic bumps.  The motion was tabled until the next meeting so that more members could personally survey the area.
