LINDA VISTA COMMUNITY PLANNING COMMITTEE MINUTES
Monday, July 26, 2004

Ed Cramer, Chair, called the meeting to order at 7:00 p.m. The meeting was held at the Linda Vista Public Library.

Presentation of Colors and Pledge of Allegiance performed by the American Legion Post of Linda Vista.

Roll call was conducted by the Chair.

Members Present: Bamford, Beckham, Bussell, Castro, Cole, Cramer, Duncan, Hughes, McNulty, Stiffler, Tomcek, Wetzel.

Members Excused: Ballantyne, Carini, Diemert, Edwards, Richmond, Stang, Thao.

Total Attendance: 27

G. A. “Tony” Pollard, Battalion Chief, San Diego City Fire and Life Safety Services spoke on Summer Safety.

Deborah Borders, Community Police Officer, announced the change in command at Western Headquarters. Captain Sarah Creighton is now charge and Captain Peffercorn is now in charge of Field Operations. Officer Borders also fielded questions regarding the homeless, boom boxes, sweeps, and the immediate crisis regarding the need for relocation of the Linda Vista Storefront which must vacate by August 15, 2004. 

Donna Ascano of the Mayor’s office advised the group of the data now available on the Mayor’s web site.

Kevin Smith of Donna Frye’s office advised the group of the coming action on the Right To Know ordinance which will be reported on at the September Rules Committee and the need to participate. He also answered questions regarding Donna’s position on the Mt. Soledad Cross (an agreement has been made which she supports), and the Tecolote Canyon Education Center opening which will soon open.

Libby Day of the San Diego Redevelopment Agency had no report but advised that the Katz support details will be made available to the committee, probably in September.

Tom Cleary of USD advised the committee of coming major events including speeches by Francis & Judy Nesbit (Do Sanctions Work?) and the columnist, Goldborough at the Kroc Peace and Justice Center. He also advised that questions regarding the future of the University High School property should be answered by the Diocese of San Diego which owns the property. 

Public Comment

Socorro Jaramillo outlined problems with a neighbor and dope trafficking. Deborah Borders commented that this person had a history of providing information which had been difficult, if not impossible, to document. 
Doug Beckham outlined the challenges faced by Bayside with the cessation and reduction in program assistance.
Rick Bussell commented on a book written by a local Clairemont surveyor titled the “Lay of the Land”, a history of surveying San Diego County.

Main Presentations:

Mike Atisha thanked the committee for support in speeding up the certification process with the Air Control agency regarding his gasoline service station site at Linda Vista Road and Ulric Street.

Doug Beckham led a discussion on possible traffic programs to reduce speeding on Judson Street. The committee voted after long discussion to involve more of the residents on Judson and to report the findings to Kevin Smith for Donna Frye.

Mesa College Development plans were presented in a Power Point Presentation by Paul Schroeder, Architect. Approximately $150,000,000 in funds have been approved and extensive improvements are in the planning stage. First and foremost is construction of a major parking facility accompanied by considerable road realignment. Extensive discussion ensued regarding the realignment and David Pottter, Environmental Engineer for the project, advised that in l999 the City Council closed Mesa College Drive. Other questions (handicapped access, shuttles, traffic, etc.) were raised and the presenting group will be back with revised plans after discussion with other neighboring communities.

Sub-Committee Reports:

Ed Cramer reported that the CPC did not meet in June. He also reported recently receiving initial plans for a new 331,000 square foot building at Sharp Hospital and for additional sewer and wastewater improvements.
Ron Tomcek and Wayne Bamford asked what the committee can do to speed transfer of easement property to adjacent owners, following abandonment of rights of way by the City?
Gail Cole commented that North Bay was in the process of promoting a bond to finance redevelopment of the Sports Arena site and that it was shame that the City was letting the site run down during the process.
Wayne Bamford reported on Morena Vista progress and Morena Corridor improvements. Does anyone know where 10,000 feet might be available in the Morena area for relocation of San Diego Hardware from 5th Avenue, downtown? Silver Terrace Park is experiencing maintenance problems?
Ron Tomcek will look into the necessity of keeping our committee elected by Census Tract.
