Minutes of the Linda Vista Planning Committee
November 22, 2004
Chair Ed Cramer called the meeting to order at 7:05 p.m. on November 22, 2004
Presentation of Colors by the Kearny High School Educational Complex Jr. ROTC Color Guard Unit.
Roll Call: All present except Liliani Stiffler (excused), Xiongh Thao (excused), Jo-Ann Carini, Gail Cole, Greg Edwards, Ester McNulty, and Gary Stang.
Three San Diego State University students were introduced who were auditing the meeting for a class paper.
Kevin Smith of Councilmember Frye's office reported on Councilmember Frye's successful efforts to provide funding so that Park and Recreation Department annual events can proceed. New chairs of Council committees will be appointed in December. The fourth Friday of January. 2005, from noon to 2 p.m. Councilmember Frye's will meet with interested constituents at Bayside Community Center. Please advise Kevin if you wish to make an appointment.
Cecilia Williams reported that training workshops will be held on November 30th. Those interested should call the Planning Department to register.
Marco Camacho from Facilities Financing in the Planning Department distributed the recently revised Linda Vista Public Facilities Financing Plan. Marco introduced Arwa Sayed who will work with Linda Vista in the future. This document reflects the first update to our plan and provides the basis for a revision of the impact fees for the Linda Vista Community.
Tom Cleary of USD announced that the California Supreme Court would hold a session at USD and that seating was limited.
Rick Bussell asked that the committee consider an earlier meeting time at the January, 2005 meeting. He also asked interested members contact him regarding a proposed alcohol ban on the 4th of July at Mission Bay Park. He alerted members to the S. D. Union article of 11/22/04 covering the Morena Vista Project. Also noted was the absence of the nursery near the Interstate 5 connection.
Grover Diemert thanked members of the committee for their help with Bayside Community Center’s Annual Gala.
Wayne Bamford requested help in eliminating SDG&E heavy truck traffic using residential streets near their yard in Silver Terrace. SDG&E was commended for improving the appearance of their substation.
The University of San Diego School of Education optional parking provision was presented by Wayne Bamford and Tom Cleary. Wayne Bamford moved and Rick Bussell seconded the following motion:
The Linda Vista Community Planning Committee (LVCPC), approves the USD School of Education (SOE) project with the understanding the University of San Diego will choose whether or not to build the underground parking garage when the SOE facility is constructed. No parking structure and/or parking will be allowed in the Tennis Court area without prior approval of the LVCPC. USD will be obligated to provide the minimum 4,683 parking spaces on campus as originally approved in CUP 92-0568.
The motion passed with 11 yes, 0 no, and 0 abstention. Discussion included the fact that USD was already in compliance with parking requirements, and that the optional underground parking plan was very expensive. Neighbors were assured that the Tennis Courts adjacent to their homes would not be converted to a parking garage without LVCPC approval at some future date should additional parking became necessary.
Condo Conversion Policy and Regulations were explained by Jeff Strohminger and Jeanette Temple of the Development Services Department. Meredith Bryant of the San Diego Housing Commission explained the place of the Commission in administering the Condominium Conversion Program including Relocation Benefits and First-Time Homebuyer Programs.
Committee members raised many questions which had been triggered by recent requests to convert apartments and/or business sites to condominiums.
The proposed Condominium Development at 6950 Friars Road was outlined by Jeff Parshalle, Architect for the owners of the property. The proposal will require a change in zoning and the Community Plan. The owners of the property, who were in attendance, were advised by various committee members that previous projects along Friars Road had required substantial review, especially traffic considerations. The owners were advised to consult with neighboring property owner groups, the city and other applicants.
The minutes of the 10/25/2004 meeting were approved with the correction in spelling of Cecilia Williams name.
Committee Reports: Wayne Bamford reported that the North Bay Redevelopment advisor has asked for $300,000 of increment funds to beautify Morena Blvd. Don Wetzel advised that flooding had damaged the new Tecolote building and that USD drainage into Tecolote was a continuing problem. He also reported that wastewater projects may include pumping sewage up to the Mesa level. Don Ballantyne reported that 6 proposals were active in his committee and would be taken up when the city departments have reported out their findings. Francis Parker School project would require attention, probably at our January, 2005 meeting.
The visiting SDSU students reported that they anticipated receiving an A+ for their report regarding our committee.
