MINUTES - LINDA VISTA COMMUNITY PLANNING COMMITTEE - March 28, 2005.

Meeting called to order at 7:00 p.m.

Presentation of Colors by the Kearny High School Educational Complex Jr. ROTC Color Guard led by Sgt. Major Rick Preciado

Roll Call: Members absent , Edwards, Richmond, Stiffler, and Wetzel.

Reports from Government and other Community Representatives:

Genevieve DePerio, Mayor Murphy

Reported on new retirement board, downtown library funding, and retrieval of funds from rain damage

Pari Sanapi, Councilmember Frye

Reported that Donna Frye’s neighborhood meeting is on 4/22/05 at noon, new Community Relations Officer, and progress on sinkhole on Hanford Drive

Cecilia Williams, SD Planning Department

Reported need for new roster and officers as soon as elected for city records

Sarah Granby, Linda Vista Civic Association

Reported that annual Multi Cultural Fair would be on 4/23/05, L V Civic meeting is on 4/21/05 and Linda Vista maps were made available to all members and guests.

Battalion Chief Grace Umani, SD Fire Department

Distributed material on heart attack survival methods, reported on the rescue helicopter based at Montgomery Field, sand bags available from local fire stations and that a report on the coming fire season prevention techniques would be presented at the April 25, 2005 meeting. Reported on program “30 minutes of Defining Moments”, airport bus service, affordable housing, transit Telephone is 233-3004, and free tours every other Saturday at 10 a.m.

Jeffrey W. Robles, Development Project Manager, City of SD

Reported on various services provided by the City of San Diego

Main Presentation:

Officer Scott Wahl of SDPD, Graffiti Strike Force explained that Graffiti was all about FAME! Officer Wahl outlined what citizens could and should do regarding Graffiti with special emphasis on the following:

Call 619-531-2000 to report Graffiti

Take a digital photo of the Graffiti in case police can’t respond quickly

Obtain an estimate of cost to return to original condition for prosecution and recovery purposes

Paint out the Graffiti after above - best if done within 24 hours

Plant foliage and/or add lighting to discourage further Graffiti

Annual Election of Committee Members. Ron Tomcek, Election Committee Chair, conducted the election of members to fill Census Tract positions for the next two years (2005/2006). Those elected were: Tract 86 , Ed Cramer, Gail Cole, Tract 88, Sandy Duncan, Gary Stang, Tract 91.05 Rick Bussell, Roy Hughes. There were no candidates from Tract 87.01. The election to fill the remaining positions will be held at the April 25, 2005 meeting. Election of officers will be held at the May 23, 2005 meeting.

Linda Vista Redevelopment Project Area Housing Rehabilitation Loan Program was outlined by Libby Day of the San Diego Redevelopment Agency. The program had been developed and approved by the LVCPC subcommittee and on motion to approve, the program as presented carried by a vote of 12 Yes, and 2 No.

Linda Vista Redevelopment Project Area Proposal for the Skateworld Property and adjacent corner was delayed to the April 25, 2005 meeting at the request of Libby Day.

Conditional Use Permit to replace an ABC 20-offsale license with an ABC 21-offsale license at 763l Linda Vista Road was deferred to the April 25, 2005 meeting. The reason for deferment was that the information from the city reached the LVCPC on the day of the meeting and did not provide ample time for study and input. The vote to defer was Yes 13, and No 1.

Park and Recreation Maintenance Report, Mike Rodriguez of Park and Recreation reported on the various issues raised at the February 28, 2005 meeting and how they were being handled. He outlined the priorities used by the department for the application of resources and the committee assured him that they would aid him and the department in any way they could to maintain standards during these lean financial times.

Ed Cramer reported on the CPC meeting of 2/22/05 at which the revised Parking Ordinance was debated as well as the newly proposed Park and Recreation fees for new development.

The minutes of the LVCPC meeting of 2/28/05 were approved by a unanimous vote.
