LINDA VISTA COMMUNITY PLANNING COMMITTEE MEETING MINUTES – April 25, 2005
Meeting called to order at 6:00 p.m.
Roll Call: Member absent, Richmond, Members excused, Stiffler, Tomcek.
Reports from Government and other Community Representatives:
Michael Schaldach, SDPD, our new Community Police Officer (858-495-7895) was welcomed. Officer Schaldach has spent 15 years on patrol in Linda Vista and has been a member of the SPDP for 23 years. He invited everyone to call on him and his office for service.
Pari Sanati of Councilmember Frye’s office report included the following: (1) Donna Frye will be a candidate for Mayor, (2) The proposed parking ordinance needs community input and further study, (3) The report from the City Manager regarding the Skateworld corner will be made available simultaneously to everyone prior to the LU&H committee meeting. The meeting is to be held at 2 p.m. on May 11, 2005.
Katherine Fortner (619-280-5353) of Congresswoman Susan Davis’s office reported that FEMA funding is now available for recent storm damage. Anyone qualifying should contact the local FEMA office.
Cecelia Williams from City Planning reported that the recent COW had 70 participants and that the Francis Parker School Improvement project will be heard by the Planning Commission on May 12, 2005.
Tom Cleary of USD reported that 150 new student living quarters are coming on line and that the improvements to the mall in the center of the campus are to improve pedestrian traffic and aesthetics.
Tony Pollard (619-533-4300) of the SDFD advised members on various fire issues.
Public Comment
Grover Diemert advised and invited members to attend the Workforce Housing Workshop on May 17th at USD. Tom Cleary offered to underwrite a delegate on behalf of USD.
Rob Spahitz invited members to attend the Tecolote Canyon celebration on Saturday, April 30th from 10 a.m. to 3 p.m.
Gary Stang commented on the need in the future for a proactive security presence at the Linda Vista Multicutural Fair and recommended much stronger visibility and control. He relayed that he saw a handgun being passed around by gang members and that he could not locate security to deal with the situation.
Jo-Ann Carini asked for help in venting planter pots on the City owned corner. Gary Stang offered to donate the equipment.
Main Presentation
Annual At Large Election of Committee Members. Don Ballantyne, Doug Beckham, Jo-Ann Carini, Ester McNulty, and Rob Spahitz were nominated to fill the remaining five vacancies and to serve for two years. The motion to approve by acclamation was unanimous. It was noted, that in the future, revised City guidelines for Community Planning Members will no longer permit excused absences.
Rock ‘N’ Roll Marathon Race Course Information was provided by Elizabeth Cox. Road closures on June 5, 2005 from 5:30 a.m. to 11:30 a.m. and route changes from previous years were explained as well as the charitable benefit for Leukemia. (858-450-6570)
Cool Communities Shade Tree Program was explained by Adrienne McCrumbs. Shade Trees are provided (up to five) and installed free of charge for single residence homeowners as part of a statewide program sponsored by the Utility Companies. (858-244-1177)
University of San Diego High School Site Development – Information Item. Erick Van Wechel of William Lyon Homes presented plans and data for the future use of the site to be vacated soon by University High School. Approximately 480 single family upscale condominiums are planned with the development possibly to take place in late 2006. (858-774-4710)
Conditional Use Permit to allow sale of alcoholic beverages under an ABC 21-offsale license to replace an existing ABC20-offsale license at 7631 Linda Vista Road was presented by the applicants representative, David Cutler. Chair, Ed Cramer recused himself from the room and Vice-Chair, Don Wetzel chaired the discussion. A motion to deny the transfer was made by Margarita Castro and seconded by Doug Beckham. The motion to deny was passed with 12 Yes, 1 Abstained (Hughes), and 1 Recused (Ballantyne). Vice-Chair Wetzel did not vote.
Benicia (1235) Street Map Waiver (Project 64170) was approved by a vote of 12 Yes and 2 No subject to all city conditions being met by the owner.
2nd Linda Vista Baptist Church CUP (Project #44257) was put over to a future meeting when applicants are present.
Fulton Street Apartments *Affordable* (Project #57614). The Process 3 Site Development Permit to construct 24 additional units at 7052 Fulton Street in accordance with all city requirements was approved by a vote of Yes 15, No 0.
Doug Beckham reported on the wonderful success of the Linda Vista Multicultural Fair.
Ed Cramer reported on City Council actions on Non-Agenda Comment, Write-In Ballots, and the Living Wage ordinance.
Gail Cole reported on North Bay Redevelopment and her concern with Eminent Domain issues.
Sandy Duncan reported that miraculously 26.1 tons of trash were collected from mini-trash operations in the newer residential area of East Linda Vista along Highway 163.
Rick Bussell reported on Mission Bay activity regarding fireworks activity.
Wayne Bamford reported on Silver Terrace Park maintenance improvement.
Don Wetzel and Rob Spahitz reported on Open Space and Tecolote Canyon Park subjects.
Minutes for the LVCPC meeting of March 28, 2005 meeting were approved.
