Minutes of Linda Vista Planning Committee for June 27, 2005 (corrected)

Meeting called to order by Chair Ed Cramer with a quorum
Absent: Don Ballantyne, Margarita Castro, Greg Edwards, Gary Stang, Xiongh Thao, Ron Tomcek and Janis Richmond.

26 people were present

Police Report: Not much new, the carnival went well. There was discussion on why people get an answering machine when they call 9111

Mayor’s office—The mayor thanked us and said budget is for 2006 is complete

Kirsten from Lori Saldana’s office passed out new letter and announced that the Assembly woman had introduced a bill to form a conservancy for Mission Bay

Katherine Fortner from Susan Davis’s office announced that there will no base closures in San Diego.

Libby Day from Re-Development announced that the Linda Vista Housing Rehab plan has been approved and that they have received 40 loan applications.

Sheila Hardin from CCDC presented a Downtown San Diego Quick Reference Sheet

Public Comment:
Wayne Bamford discussed the Mesa College Extension Vacation and said that it will be brought back to us at next meeting for further action.

Rick Bussel talked about rules on Mission Bay for the 4th of July and Islandia Hotel’s desire to extend its lease for 7 years.

Sandy Duncan reported that 12.5 tons of trash was collected in Overlook Heights area.

Board Replacement Election: Janis Richmond has tendered her resignation from the committee. Wayne Bamford made a motion to nominate Kathleen Morgen to the committee to replace Ms. Richmond. Seconded by Rick Bussel. All voted in favor.

LMAD (Landscape Maintenance District Elections:
Wayne Bamford presented the following slate of candidates
Margarita Castro
Wayne Bamford
Sandy Duncan
Kathleen Morgen

Doug Beckham made a motion to nominate them by acclamation, Rich Bussel seconded the motion. The vote was unanimous.

Colima Linda Tentative Map was postponed

Neville Willsmore from KMA presented a very preliminary plan to upgrade the property that now contains Carmen’s Restaurant across from Kearny High School
It may need a zoning change since Starbucks, a new potential tenant, desires a drive through lane.

Zoning Comm:
University High School site is about a week away from finalizing the purchase by the developer

Fence encroachment at 2883 Comstock Street is in process
Condo Conversion at 6767 Kelly Street needs more parking before it can be approved

Traffic:
Petitions were presented by 41 residents to install 5 road bumps Judson Street.
Left turn signals are in on Via Las Combres
Issue of Limousine Parking on City Street at night and still need a stop light at Goshen Street.

Approval of Minutes

A motion was made by Doug Beckham to approve minutes of the May 23 meeting and the special meeting held on June 7. Ester McNulty seconded the motion.
It was noted that Katherine Morgan should be Kathleen Morgen.

Passed with no dissent
