Meeting was called to order by Chair Ed Cramer at 6:10

Roll call: Present: Don Ballantyne, Wayne Bamford, Doug Beckham, Rick Bussell, Margarita Castro, Gail Cole, Ed Cramer, Grover Diemert, Sandy Duncan, Roy Hughes, Kathleen Morgan, Rob Spahitz, Xiongh Thao, Ron Tomcek, and Don Wetzel. Absent: Jo Anne Carini, Gary Stang, Greg Edwards and Ester McNulty.

A report was given on the lack of response on 911 calls from cell phones. They are working on improving the system.

Donna Frye's staff reported that the proposed revised regulations on condo conversions have been pulled from agenda of the land use and housing committee. The proposed regulations can be found on manager's report on the City web site.

Kirsten from Lori Soldaņa's office passed out their newsletter and reported that a budget has been signed. She talked about AB 1126 which sets up a Mission Bay/San Diego Bay conservancy.

Captain Steve from the Fire Dept. passed out information on preventing wild fires in the canyons.

Katherine Fortner from Susan Davis's office passed out the Davis Dispatch.

Cecelia Williams from the Planning Dept. asked for input on the general plan update that is in process.

Kerry Ringle passed out an invitation to all to attend meeting that will discuss the proposed Mesa College Campus improvement projects on August 24 at 7 pm in Building G (Humanities) room 101. Seating will be at 6:30 pm Call 619-388-6546 for more information.

Action Items:

Jim Neil presented the Colima Linda Tentative Map waiver project to the committee. It is a 116 unit existing apartment complex at 7575 Linda Vista Road. After much discussion, Don Ballantyne made a motion to accept the project as long as they follow all city requirements. Ron Tomcek seconded the motion. It passed by a vote 10 in favor and 4 opposed. They will pay the City's in-lieu fee and thus waive the affordable housing requirement.

Judson Street traffic bumps:

41 residents on Judson Street signed a petition to install 4 speed bumps and one dip (already in the street) to slow down the traffic on that street. Doug Beckham made a motion to approve the speed bumps as the city recommends. Wayne Bamford seconded the motion. The motion passed 14 to 0.

Mesa College Drive Extension issue:

Doug Beckham made the following motion which is in three parts: The following motions supersede the other motions related to Mesa College extension acted on by the LV Planning Committee on June 7, 2005

A. The Linda Vista Community Planning Committee does not support the street vacation of Mesa College Drive, westerly of Armstrong Street extending approximately 460 feet in length which lies within the boundaries of the Linda Vista Community Plan area.

B. In addition, the Linda Vista Community Planning Committee does not support the sale of City owned property previously identified as the extension of Mesa College Drive and further described as parcels, 427-020-18 and 427-010-23 located within the boundaries of the Linda Vista Community plan area.

C. The Linda Vista Community Planning Committee recommends that the city owned land described as parcels 427-020-18 and 427-010-23 located within the boundaries of the Linda Vista Community Planning area be preserved as open space through an open space land use designation and the application of the appropriate open space zone.

Rick Bussell seconded the motion.

After much discussion, Don Wetzel made a motion to table the motion until the August meeting. It was seconded by Rob Spahitz. Motion to table passed 8 in favor and 5 opposed

Overlook Heights traffic discussion was tabled by a vote 14 to 0. Motion made by Doug Beckham and seconded by Rick Bussell

Nate Farries from 2882 2883 Comstock Street brought up the issue of wall and gate on his property that is out of compliance with code. He will present this issue at next meeting.

Various committees made their reports

 Zoning: There are requests for condo conversions on Tait and Kelly Street

Traffic Committee: Doug Beckham asked that the traffic light on Goshen St and Linda Vista Road be moved up to priority one and the light at Glidden be placed on priority 2.

Motion to approve minutes of June 27 meeting was made by Doug Beckham and seconded by Rick Bussell with one change: trash was collected from Overlook Heights and not Overland Heights area. No opposition.
