Linda Vista Planning Committee minutes for month of October, 2005

Meeting was called to order by Vice Chair Don Wetzel at 6:05 .  Chair Ed Cramer joined us later.

Presentation of colors was made by Kearny ROTC.

25 people attended the meeting.

Roll call was conducted, the following were absent:  Ron Tomcek, Ester McNulty, Roy Hughes, Xiongh Thao and Greg Edwards. A quorum was declared.

Western Division Community Police Officer Mike Schaldach provided us with his new phone number – 619-291-1727.  He will be at the new Teen Center one day a week at least.

Government aids gave their reports and passed out their newsletters.

Teen Center Grand Opening is Oct 27 at 3:30
Flue Shots at Bayside on November 1.  2 – 4 pm

Ms Castro asked that no applicant be placed on the agenda for action by the committee unless the necessary paper work has been reviewed by committee members

Linda Tibbets from the Gang unit gave an update on gang activity in Linda Vista. There has not been much, although a beating and shooting took place in the last month that were gang related.

Erick Van Wechel from the Wm Lyon Homes, Inc presented an update on their process to build 529 condos on the site of the University of San Diego High School.  There will be 53 affordable units on site.

Libby Day from the Redevelopment Department made a presentation on the options for restructuring the Department and asked for input from the committee.  She received a few comments and all present received a latest draft of their planning process document.  She indicated that the planning group is on target to complete the process by July of 2006

Linda Vista Landscape Maintenance District issues:

Joanne Carini brought blossoms from an African tulip tree.  Rick Bussell made a motion to plant two of the African Tulip trees between Linda Vista Road and Richman Street, Ms Castro seconded the motion.  All voted in favor of the motion.

Election to membership on the LMAD.  Joanne Carini made a motion to nominate Ron Tomcek to the board of the LMD.  Mr. Beckham seconded the motion. All voted in favor of the nomination.

Committee Reports

Chair Cramer reported that Steve Quinn from American Properties informed him that they have sold the property on Friars Road across from Fashion Valley to D. R. Horton.  They will take over the development of the property.

Zoning:

Motion was made to approve the vacation of a water easement on USD property.

Don Ballantyne made the motion and D. Beckham seconded the motion. All in favor.

Committee reaffirmed its earlier vote on Verizon Neighborhood Use Permit (Project 72142 – Process 2) at the August 22, 2005 meeting.  All voted in favor of the reaffirmation with the same caveat that the site not be on USD Science and Technology building.

The issue of a contractor who parks his dump trucks along West Morena Blvd was brought up. It is a safety issue for traffic making turns into businesses along West Morena . The area in question is from Buenos Ave to Tecolote Road.  Doug made a motion to work with Clairemont Planning Committee to resolve the issue.  Wayne Bamford made the second. All Voted in favor of the motion.

M. Castro moved to approve the minutes of last meeting with corrections for misspelling of member names.  R. Bussell seconded the motion. All voted in favor
