Minutes of the March 27, 2006 meeting

Meeting was called to order by Chair Ed Cramer at 6 pm .
Roll Call: All present except Ester McNulty and Don Wetzel.  A quorum was declared.

55 People were present.

 Election of membership was conducted by Ron Tomcek

There were no other candidates.  Jo Ann Carini made a motion to close nominations and to cast a unanimous ballot for the candidates, Rick Bussell seconded the motion.  All present voted in favor of motion.

Park Mesa Canyon Redirection Flow issue:  A study was presented concerning the financial and technical feasibility of moving sewer pipes out of canyon and into city streets.  The area is the Park Mesa Canyon located South of Kearny High School and northwest of Chesterton School . Currently the sewer is located in the canyon. Two alternatives were presented by Khoa Dao of Metropolitan Wastewater Dept.  They recommended option # 1 which kept the sewer in the canyon. They also presented option # 2 which would move sewer pipes to the street.

After much discussion: Dough Beckham moved to accept Alternative # 2 with Rick Bussell seconding the motion. 11 voted in favor of the motion and 3 were opposed

Manning Canyon Sewer Upgrade issue

A sewer upgrade project in a small canyon running southwesterly into Tecolote Canyon from Manning and Preece Streets.   Two alternatives were presented.  After much discussion, Doug Beckham made a motion to refer issue to Tecolote Canyon Citizen’s Advisory Committee for their input before the planning committee makes a decision.  Motion was seconded by Wayne Bamford.   Motion passed 11 to 3 .

Hyatt Street (7270 Hyatt, Project #93632) issue was pulled from the agenda.

Otay-Metro Powerloop project was presented by J.C. Thomas from SDG & E

Bahai Center made an informational presentation on their plans to improve their facility.

FY07 City of San Diego Action plan was presented by a representative of the SD Housing Commission.

San Diego Housing Commission’s Affordable Housing Fund Annual Plan was presented by Ann Kern of the SD Housing Commission.

Minutes of the February 27, 2006 meeting were approved.

The Secretary had to leave the meeting at 8:30 p.m. and the minutes were completed by the chair, Ed Cramer
