Linda Vista Planning Committee
Minutes of June 26, 2006 meeting

Meeting called to order by Doug Beckham at 6:03 in absence of Chair and Vice Chair. 28 people in attendance.

Roll call was conducted, the following were absent: Don Ballantyne, Gail Cole, Ed Cramer, Roy Hughes and Leon Jackson. Rob Spahitz left early. 

Various people spoke including representatives from Donna Frye and Lori Soldana. Kim Tran talked about a possible Vietnam memorial in the community honoring all who died in the Vietnam War, US and South Vietnam soldiers.

Election of Landscape Maintenance Assessment District committee members was held. Ron Tomcek nominated the following for membership: Ed Farley, Ester McNulty, and Jo Ann Carini. Rich Bussell seconded the nomination. Rick moved to close the nominations and Ron Tomcek seconded the motion. There was no opposition. The slate was approved.

Some members of the Mission Valley CPC made a presentation on the impact of the development being planned in Mission Valley; they passed out a community survey they are conducting concerning the Quarry Falls development. After much discussion the topic was tabled until the EIR is presented. Motion to table was made by Gary Stang, second by Rick Bussell. 11 members voted in favor of tabling the motion. One voted in opposition.

Next item: Resubmittal of a tentative map waiver to convert 142 existing residential units to condominiums and undergrounding of overhead utilities waiver on 2.19 acre site at 2233 Ulric Street also known as Astor Vista Apartments. Apartments were built in 1960. There is parking for only 119 vehicles. The owner promised to upgrade electricity, appliances, plumbing and cabinets. They have 325 square feet of living space and are known as studio apartments.

Ron Tomcek moved to approve the two waivers. Drew Corley seconded the motion. The motion passed 7 to 6 with chair breaking the tie vote.

Various subcommittees made brief reports. LAMD asked that the Morley Strip park issue be placed on next month's agenda. Rick Bussell reported that plans are being drawn up to develop Fiesta Island.

Issue of approving minutes of meetings: Since the city has ceased sending out agendas and minutes, the secretary asked for a protocol to approve minutes. The following procedure was agreed upon: The secretary will email copy of minutes to all members for review. At next meeting the final copy will be available for approval.
