Minutes of the Linda Vista Planning Committee

Meeting was called to order by Chair Ed Cramer at 6:03 PM

Roll call was conducted.  A quorum was declared. Absent were Gary Stang, Leon Jackson, and Rob Spahitz and Ester McNulty.

First order of business:  Leon Jackson submitted his resignation from the Planning Committee.  It was accepted.

Ron Tomcek, chair of the nominating committee nominated Wayne Bamford to fill the remainder of the term of office of Mr. Jackson. Margarita Castro nominated Donna Erickson to fill remainder of term.

Doug Beckham made a motion to close nominations, Jo Ann Carini seconded motion. It passed with no dissent.

Election was held by secret ballot.  Results were 7 for Wayne Bamford and 6 for Donna Erickson.  Wayne Bamford was seated as a member of the committee.

Michael S. Community Policing officer announced that his position has been eliminated. We no longer have a community police officer.

Fire Dept announced that this is leave no child in a car alone month.

Main Presentation:

Mr. Mac Allister, County Treasurer/tax collector, gave a presentation on new tax forms.

The following made presentations:  Pari Sanati from Councilmember Donna Frye’s office. Next council day at Bayside will be September 22 at Bayside. Call office for an appointment.

Natural Resource Committee will hold a hearing on Global Warming on September 13 and on September 26 will conduct a workshop on water re-use.

Kirsten Clemons for Lori Saldana office spoke and announced that the current two year session ends this year and that they will hold a child safety seat belt workshop on Sept 9 from 10 to 2 at Clairemont Square shopping center.

New City planner for Linda Vista was introduced.  He is Brian Schoenfisch at 619-533-6457.

Libby Day reported on loan program.  9 projects have been completed.  To get on list call 619-578-7521

Donna Erickson announced that route 25 of the bus line will cease within 6 days.

Presentation was made by Wm Lyons on the proposed project at the site of the former University of San Diego called Uniti on the Hill for now.  There will be 533 condos with 30 affordable and a payment of in lieu fee for additional affordability.

Morley Strip agenda item:

Margarita Castro made a motion to approach the city of San Diego with a request to designate Morley Strip as a legal park which would entail taking it out of the Re-Development project. Motion if passed to be forwarded to Pari Sanati, Libby Day and Brian Schoenfisch.  Wayne Bamford seconded the motion.  13 voted in favor of the motion and 1 opposed.  Motion passed

Mesa College parking structure and vacation of Mesa College Drive issue:
The Planning Commission will be asked for a continuance of issue until September 14 at the Aug 31 meeting.

A motion was made by Ron Tomcek to amend the original motion approved at the July 2006 meeting of the planning committed to include the following. “The Planning Committee opposes the transfer of Kearny Mesa Park land it now owns or could own in the future due to a street vacation.” Motion seconded by Doug Beckham.

14 voted in favor of the motion. 

There will be an official meeting of the Planning Committee on Monday September 11 at 6 pm at the Library to continue the discussion of the Mesa College issue. This meeting will take place after further discussion with Mesa staff on September 8 at 3 pm at Mesa College.  The meeting is to prepare for meeting of the Planning Commission on September 14, 2006

Minutes of the July meeting were approved with the change that they were the minutes of the Linda Vista Planning Committee and not of the Linda Vista Civic Association.

Meeting called to order Chair Cramer at 6:09 pm

Roll call was conducted all were present except for Rick Bussell, Ester McNulty, Rosemary Ortega, Rob Spahitz and Xiongh Thao.  14 members were present

Pledge of Allegiance to the flag was conducted.

Agenda Item # 1

Carrie Beinert requested that the Linda Vista Planning Committee work with her committee to designate the Skate World building a historical site.  It is the only building left of the original shopping mall in the United States dedicated by Eleanor Roosevelt.  She asked us to work with her on a re-dedication of the shopping center as the first shopping mall.

Agenda Item # 3

Project : A Site Development Permit (including grading in City Park Land); A Multi-Habitat Planning Area Boundary Line Adjustment; and A Public Right-of-Way Vacation for Mesa College Drive west of Armstrong Street as found in Supplemental Report Binder For Mesa College Street Vacation Project No 60885.

Doug Beckham moved that the Linda Vista Planning Committee denies support of a request for approval of The Site Development Permit (including grading in City Park Land); A Multi-Habitat Planning Area Boundary Line Adjustment; and A Public Right-of-Way Vacation for Mesa College Drive west of Armstrong Street.

Gayle Cole seconded the motion.  Motion passed 13 in favor with no opposition.

Wayne Bamford moved to reaffirm the fact that in the Linda Vista Community plan there is no road in the plan from Mesa College Drive to Genesee.  Gale Cole seconded the motion.  12 voted in favor of the motion, one person opposed the motion.

Grover Diemert made a motion to adjourn the meeting, seconded by Doug Beckham. Motion passed.

Then Ron Tomcek moved that the meeting be reopened. Wayne Bamford seconded the motion. All voted in favor. Meeting was reconvened.

Ron Tomcek made the following motion which was seconded by Drew Corley,

The Linda Vista Planning Committee supports either proposed site listed as 8 E in the Supplemental Report Binder For Mesa College Street Vacation Project # 60885 dated September 7 2006 or the Alternative proposal for a parking structure proposed by the Linda Vista Planning Committee on September 8 2006 south and east of the stadium.  Both proposals are not to contain any street vacation of Mesa College Drive

Motion Passed 13 to 0

Meeting was adjourned at 7:45 pm.
