Linda Vista Planning Committee Minutes
September 25, 2006
Meeting called to order by Chair Ed Cramer at 6:05 pm at the Linda Vista Public Library
Presentation of colors was provided by ROTC from Kearny School of International Business with 34 people in attendance.
Roll call was conducted, the following were absent: Roy Hughes, Kathleen Morgen, Ester McNulty, Gary Stang and Ron Tomcek. A quorum was declared. Ester McNulty has been absent for four of the last five meetings.
Government reports were presented by Pari Sanati from Councilmember Frye’s office and Katherine Fortner from Congress woman Susan Davis.
Ms Bussey and Larry Ahern presented a check for $50 to the Linda Vista Flag committee.
Brian Schoenfisch reminded new members that they must attend the Community Orientation Workshop (COW) on Oct 27 at 6 pm at Topaz Way in Kearny Mesa.
Rosemary Ortega announced that there will be an anti-violence assembly at Montgomery Middle School at 8:30 am on October 25. Her husband is speaking.
William Anderson the new director of City Planning and Community Investment introduced himself and the described the role of the department.
Libby Day delivered the official notice of a public hearing for the Mid Term Public Review of the third five year implementation plans for 11 Redevelopment Project Areas including Linda Vista. It will be held on October 17, 2007 at 2 pm in Council Chambers. For information call Libby Day at619-533-5372
Action Items:
5422 Lauretta Street, Project 108706 (07/24/06). Jason Elrod presented the project which is to be 4 condominiums with under grounding.
Don Ballantyne made a motion to approve the request. Drew Corley seconded the motion.
Call for question was made and 7 voted in favor of taking a vote 6 opposed
The motion passed with 8 in favor and 4 opposed.
5968 Lauretta Street project #103754 will be discussed at a later meeting.
5971 Mildred Street project # 99012 requires no action.
The architect for a project at 5648 Lauretta Street made a presentation on a project to build 4 units. The concern is parking restrictions. The project will be officially presented at a later meeting. No action was taken
Mike Singleton presented an informational review of current proposals for the general development of Fiesta Island. He requested that all submit a response to the questionnaire that he provided to all members.
Minutes of the July 24th meeting, the August 28 meeting and Special meeting held on September 11 were approved with one change in the Aug 28 th minutes. The vote on approaching the city to designate Morley Strip as a park was 13 to 1 in favor rather than 12 to 2 in favor.
Minutes were approved.
Other business: Wayne Bamford was selected to be an alternate representative to the North Bay Redevelopment District.
Traffic committee will be chaired by Doug Beckham and a new committee on transportation will be chaired by Donna Erickson.
Motion was made by Wayne Bamford and seconded by Doug Beckham to revisit the Mesa College Drive and parking structure issue.
Motion passed 10 to 1.
A motion was made by Wayne Bamford and seconded by Doug Beckham that states “The current members of the Linda Vista Planning Committee do not and will not support any effort to establish a roadway through the canyon from the west terminus of Mesa College Drive to Genesee Drive.” Motion passé 9 in favor 2 opposed.
Another motion was made by Wayne Bamford by Doug Beckham that states, “The Linda Vista Planning committee invites the Clairemont Community Planning Committee to join them in having the canyon bordering Mesa College become Dedicated Open Space.”
Passed 9 to 1
A third motion was made by Wayne Bamford and seconded by Doug Beckham that stated, “The LVCPC invites the Clairemont Community Planning Committee to request rezoning of the Clairemont Community portion of the canyon currently zoned RS 1-7 (Residential) to OP-1-1 (Open Space) so that it corresponds to the OP-1-1 zoning already in place in the Linda Vista Planning portion of the canyon.”
The motion passed 9 in favor and one opposed
Motion was made by Wayne Bamford and seconded by Ms. Castro that we request a full EIR on the proposed Mesa College Project. Motion passed 9 in favor and one opposed
Action Item: Uniti project proposed by William Lyon homes consisting of 533 Condo units at the old University of San Diego high school: Ed Cramer and Doug Beckham met with City staff, William Lyons Homes and Catholic Diocese concerning an additional request for an EIR on the University High School site. This is considered an unreasonable request at this time as the plans are nearly complete.
A motion was made by Ms Castro that the Linda Vista Planning Committee is opposed to the requirement for an EIR on the site at this time. Motion passed 9 to 1.
