Minutes of meeting on November 27, 2006
Call to order by Chair Ed Cramer at 6:08 pm at the Linda Vista Public Library
Color Guard from Kearny High led us in the Pledge of Allegiance to the Flag
Roll call was conducted by Secretary Diemert. The following were absent: Margarita Castro, Rosemary Ortega, Xiongh Thao, and Ron Tomcek. A quorum was declared.
Pari Sanati provided information from Council member Donna Frye’s office. There will be CERT training beginning Jan. 24 through March 3. Call 619-533-3075 or www.certsandiego.org
Libby Day from the City Planning and Community Investment Dept reported that the RFQ for the development of the corner lot next to Skate World on Comstock and Linda Vista Road is published at www.sandiego.gov/redevelopment-agency
Housing Rehab program has completed 11 projects, 1 is under construction and 11 eleven are in the assessment process.

Mission Bay Park Version 4 for Fiesta Island plan is available at fiestaisland@dgp.gov
Agenda items:
Uniti on the Hill Project 93731. Erick Van Wechel presented the plan for the development of the former University of San Diego High School. Motion by Don Ballantyne was made to accept and approve the plan as presented including all deviations. Drew Corley seconded the motion. All voted in favor of the motion.
Figgins Residence Project #50259 was not heard discussed. The project will be presented at a later meeting.
Cingular Cuyamaca Hall project at USD Project # 114902 was presented. Don Ballantyne made a motion to approve the project as presented. Sandy Duncan seconded the motion. All voted in favor the motion.
6936 Linda Vista Road SCR (66 Gas Station) Project # 104106 CUP to add 352 sq
feet to the building to sell bottled water and confectionary items.
Doug Beckham made a motion to approve the project as presented subject to all
city requirements being met. Wayne Bamford seconded the motion. All voted in
favor of the motion.
2763 Comstock Street Map waiver and waiver of under grounding overhead utilities to convert 2 existing residential units to condominiums.
Motion was made by Don Ballantyne to approve the request as presented. Rob Spahitz seconded the motion. Motion passed on a 9 in favor to 4 opposed vote.
Motion was made to amend the agenda to include discussion a project to develop a 4 unit multiple single family dwellings on 5968 Lauretta Street by Don Ballantyne and seconded by Doug Beckham. Motion passed.
Marty Jones and their architect presented the concept to the committee. It was receive favorably. They will bring a formal request for approval in January of 2007 if all requirements are met.
Discussion and Action a proposed letter to MTS (Metropolitan Transit System) submitted by the Transportation Sub Committee. Donna Erickson presented a letter requesting continued dialogue on the current routes of bus routes 25 and 120. Letter is attached. Donna Erickson moved to send the letter as presented, Gail Cole seconded the motion. All voted favor of the motion.

Dear Mr. Jablonski,
The Linda Vista Community Plan, adopted by the City of San Diego on December 1, 1998, states on page 87, “the community is served by bus routes 5, 25, 41, 44, and 81. On page 93, the plan further states that the policy is to “Maintain at least the existing level of bus service , and encourage the major educational institutions to supplement public transit with shuttle service.” The University of San Diego has generously provided a shuttle serving the Morena Vista and Old Town Trolley stations.
As you know, the 5 is now the 105 and terminates in Old Town; the 25 is a shuttle loop from Fashion Valley to Linda Vista to Fashion Valley; and the 81 no longer exists. The erosion of service for Linda Vista is dismaying, particularly with the September 6th implementation of the 25 shuttle which has eliminated direct service to both the Sharp Hospital Medical complex and to downtown San Diego.
Our community previously had responded with a petition signed by 777 people stating that the shuttle was unacceptable. The community continues to strongly desire direct access to Sharp, Fashion Valley, downtown, and Hillcrest.
From our observations, the 120 still provides limited service for the area north of Fashion Valley, including 30 minute operational frequency rather than the 15 minute frequency for buses heading south. This limited service problem can be solved by putting the 25 and 120 back together – it would be more consistent with the Linda Vista Community Plan and would provide a WIN – WIN for all concerned.

Discussion regarding the advisability of recommending that the City consider an ordinance which would ban the feeding of pigeons and other birds as a means of reducing the incidence of bird related disease.
Wayne Bamford presented a motion approved by the LVMAD (Linda Vista Maintenance District for the approval and support from the Planning Committee. Motion seconded by Doug Beckham. See below. After much discussion the motion passed with no dissent.
MOTION MADE BY LVMAD ON NOVEMBER 21, 2006
That the recent unnatural proliferation of birds in Linda Vista is harmful to
community health, environment and business welfare: The Linda Vista Landscape
Maintenance Assessment District subcommittee hereby forwards to the Linda Vista
Community Planning Committee, for consideration and submittal, a request that
the City of San Diego, in conjunction with Council Office District 6, take
effective measures to stop the dumping/littering of miscellaneous food
particles, which have resulted in the increased concentration of birds,
especially in the Central Linda Vista business area.

LVCPC MOTION TO SUPPORT THE ABOVE REQUEST FROM THE LVMAD:
That the City of San Diego, in conjunction with Council Office District 6, to
commence at once, to cause to be enforced, through the Neighborhood Code
Compliance Department, and/or the Environmental Services Department, the
applicable sections as outlined in the San Diego Municipal Code, Chapter 5,
Article 04, Division 02, Public Safety, Morals, and Welfare, Sections 54.0209
and 54.0210, (copy attached).
Doug Beckham made a motion to approve the minutes of last meeting with grammatical corrections. Seconded by Kathleen Morgen. All approved.
