Linda Vista Planning Committee Meeting Minutes
May 21, 2007

The meeting was called to order at 6:00 p.m. by Chair Ed Cramer at the Linda Vista Library. There were 31 in attendance. Presentation of Colors was provided by the Kearny High School ROTC color guard. Roll Call: The following members were absent: Margarita Castro, Grover Diemert, Roy Hughes, Ron Tomcek, Gary Stang, quorum was established.

Since this meeting would end Ed Cramer’s term as Chair on the Board for the LVCPC, he received several recognitions. USD representative, Tom Cleary gifted a tree that would be planted at the Linda Vista Library and Bayside gifted an engraved brick to be displayed at Bayside.

Government aides: Steve Hadley, Donna Frye’s Chief of Staff, presented Ed Cramer with a Commendation from Donna Frye.

Public comment:
--The Linda Vista Civic Association in an attempt to contain the graffiti problem in Linda Vista, are working to have maximum fines imposed. --Representative from the mobile home park, David Richert, stated the mobile park is no longer for sale and the people living there are interested in becoming more active in their community. --USD representative, Tom Cleary, said that their 5th ranked Baseball team will be hosting the Championship tournament and there also would be Commencement ceremonies Memorial Day weekend. --All advertisements and articles need to be sent to the Linda Vista View’s office no later than mid-June to be in the next edition.

A motion was made to accept the slate of officers as stated. Motion: Pat Buckmaster 2nd: Doug Beckham Vote: 15-0 in favor.

Action item: Election for Representatives to the CCPC was held. A motion was made to have Rick Russell be the delegate and Donna Erickson be the alternate. Motion: Pat Buckmaster, 2nd: Doug Beckham Vote: 15-0 in favor.

Brian Schoenfisch gave information for meetings for the City’s General Plan update.

Action item: Brian Schoenfisch presented a proposal to the board for a boundary change which, would amend the Linda Vista community plan, rezoning and dedication of open space in the canyon near Mesa College Drive. Donna Erickson and Doug Beckham both spoke to this issue. A motion was made to reject the City’s proposal. Motion: Wayne Bamford, 2nd: Dixie Wilson After much discussion, a motion was made to table the motion. Motion: Doug Beckham, 2nd: Wayne Bamford. Vote: 14-1 in favor.

The Chair appointed a subcommittee, chaired by Dixie Wilson to review Schoenfisch’s proposal by the City, the street vacation and a possible sale of Kearny Mesa park land.

Information item: The Kit Carson Elementary School’s principal, Anne Worrall, spoke on the traffic and speed issues around the school. She asked for the possibility of putting speed bumps on Kramer Street. She commented that much of the problem was from the parents dropping off and picking up their children attending the school. The traffic sub-committee will review this request and will make a proposal to the Board at the July board meeting. Worrall was invited to attend the July meeting.

Action item: A motion was made to approve the 6232 Osler Street. Map waiver for three residential condominiums. Motion: Wayne Bamford, 2nd: Doug Beckham. Vote 15-0 in favor.

Action item: A motion was made to accept the April 2007 minutes as written. Motion: Doug Beckham, 2nd: Kathleen Morgen.

Subcommittees and their chairs will be discussed and updated at the June meeting.

Subcommittee reports
LVCMAD: elections will be held at the June meeting
Mission Bay: finalizing the Fiesta Island plan
Transportation: changes have been made to the #120 and #25 bus routes to the benefit of the Linda Vista residents.
Tecelote Nature Center: Baskets & Botany will be held 10/13/07. They made a recommendation that there be one person from Park and Rec dedicated to each park.

Motion was made to adjourn the meeting. Motion: Doug Beckham, 2nd: Martin Ammerman. Vote:15-0 in favor
