Minutes of the June 25, 2007 meeting of the Linda Vista Planning Committee

Meeting was called to order by Chair Rick Bussel at 6:02 pm. Colors were presented by the Cal. State Honor Guard from the Cal National Guard

The following members were absent Martin Ammerman, Pat Buckmaster, Jo Ann Carini, Drew Corley, Kim Shannon, Rob Spahitz, Dixie Wilson, Tom Cleary and Ron Tomcek.

A quorum was declared.

The Police reported on Gang and criminal activity in the community.

Pari Sanati, Katherine Fornter and Melanie Cohn made announcements and distributed their respective newsletters.

Doug Beckham announced a meeting with Brian Mainshiem on July 12, 2007 at Linda Vista Park and Recreation Center at 7 pm concerning gang activity in Linda Vista.

Doug Beckham read the Obituary for Michael O brien’s wife

A woman requested that the committee look into obtaining a Fresh and Easy grocery store in Linda Vista.

Linda Vista Village Homeowner Association made a presentation concerning the Mobile Home Park located at Ulric and Wheatstone.

Action Item:

Mesa Canyon Motion: This item has been tabled at the May Meeting. Donna Erickson presented the item to the committee with the following motion: “We the Linda Vista Planning Committee reject in total the city’s proposal as presented by Brian Schoenfisch dated April 13, 2007 regarding the “proposed Rezone/Park Dedication/Amendments to the Linda Vista Community Plan and the Clairmont Mesa Community Plan.” Further, we request the City Attorney, and/or another judicial agency to review and make a determination about the legality of the sale of dedicated Kearny Mesa Park Land without the required two-thirds vote of the people pursuant to Section 55 of the City Charter.” Margarita Castro seconded the motion. After discussion the question was called and approved by a vote of 6 in favor and 4 opposed.

Vote as taken on the motion: 7 voted in favor and 3 opposed the motion.

Kathleen Morgen made a motion to re-open discussion after Doug Beckham said we had already voted that the property was dedicated. Motion died for lack of a second.

Action Item:
Election of members for the Linda Vista Landscape Maintenance District Committee:

The following were offered in nomination by Wayne Bamford: Margarita Castor, Wayne Bamford, Ron Tomcek and Kathleen Morgen.

Doug Beckham made a motion to accept the slate, seconded by Gary Stang. All approved the motion.

Action Item:

Thank you letter to MTS. Donna Erickson presented a letter for approval by the Planning Committee to the CEO of the Metropolitan Transit Committee thanking them for the expansion of bus service to Linda Vista.
Donna Erickson made the motion to send the letter as presented to the Committee, seconded by Margarita Castro.
All voted in favor of the motion.

Minutes of the last meeting were approved.

A By-law committee was set up to review the bylaws to conform to the Shell bylaw format.
Doug Beckham, Donna Erickson, Jeff Perwin and Gail Cole were appointed the ad hoc committee.
