Linda Vista Planning Group/Committee meeting minutes for August 24, 2007 at Linda Vista Public Library
Call to order at 6:02 with the Pledge of Allegiance. California State National Guard Honor Guard presented the colors
Roll Call: All were present except for Gary Stang, Ron Tomcek, Kim Shannon and Martin Ammerman. 25 people were in attendance.
Motion to amend the agenda to include permission for LMAD to allow birth control experiment on pigeons in the neighborhood was made by Wayne Bamford, seconded by Doug Beckham. It passed and so was added as item # 9 on the agenda
Parry Sanati from Donna Frye’s office announced at Linda Vista day would be at Bayside on September 21st at 9 am. She also talked about Mini Dorm and Rooming House Ordinance. See details on the City Website under Development Services
Melanie Cohn from Lori Saldana’s Office distributed Lori’s newsletter
Libby Day from Redevelopment Agency distributed the Request for Proposal for corner lot and Skate world property. Skate World will have to remain a Roller Rink in any proposals.
Brian Schoenfisch announced that City Planning Commission will discuss/vote on the proposal to change the boundaries of Linda Vista Planning Group and Clairemont Planning Group at the canyon on South edge of Mesa College Campus
Action #1: Dixie Wilson made a motion to approve the June 2007 Minutes, Doug Beckham seconded the motion. All approved
Action #2; Dixie Wilson made a motion to approve the July 2007 minutes, Pat Buckmaster seconded the motion. All approved of the motion which included that after the secretary left committee reports were presented.
Action #3: A motion was made to approve the sending of Letter to Susan Davis requesting help in placing a sign on Post Office grounds on Comstock Street stating that it is illegal to feed pigeons was made Margarita Castro and seconded by Donna Erickson. All approved. Letter was signed by Chair.
Action # 4 Letters to City Attorney regarding transfer of property to Mesa College on the south rim of Mesa was not presented
Action # 5 was an information item about the proposal to seek a waiver to forgo developing a secondary treatment facility at the Point Loma Wastewater treatment facility. There will be a hearing where residents may present their opinions on the mater
Action #6 Francis Parker presentation requesting approval of small change in the plans on the improvements at their school. Margarita Castro moved to approve the changes in the CUP and Doug Beckham seconded the motion. All voted in favor of the motion.
Action # 7 Starbucks Retail Center on Linda Vista Road and Mesa College Drive. Margarita Castro moved to approve the plans. Drew Corley seconded the motion. All voted in favor of the motion.
Action # 8 Various Bylaw changes
Motion was made to change the name from Linda Vista Planning Committee to Linda Vista Planning Group by Kathleen Morgen. Jeff Perwin seconded the motion.
It passed on a vote 9 in favor and 5 opposed. Rob Spahitz, Tom Cleary, Drew Corley, Roy Hughes and Pat Buckmaster opposed because they thought Committee was a more accurate description
Donna Erickson made a motion to approve a letter head with a logo as a header and with name and contact information of the Chair of the Group on the footer. Motion was seconded by …. Motion passed with no dissent.
Dixie Wilson made a motion to insert the following goal statement where ever appropriate in the By Laws document: “The goal of the LVPG is to improve the residential and business environment and vitality of the Linda Vista Community.” Motion was seconded by Kathleen Morgen. 13 approved the motion, Rob Spahitz voted no. He said wording needed improvement.
Wayne Bamford moved that the LVPG elect 20 members by Census Tracts (86, 87.01, 88, 89.01, 90, 91.06, 91.07 with 91.07 receiving 2 members and other 3 members. Pat Buckmaster seconded the motion. All approved.
Action # 9: Pigeon Birth control: Dixie Wilson moved that the LMAD be authorized to accept and offer to reduce number of pigeons in the community by means of birth control (OvoControl P). There will be no charge to the community. All voted to approve the motion.
All are reminded that next meeting in September will be totally devoted to the revision of the Planning Groups By Laws.
