LVPG Board Meeting Minutes for February 23, 2009 6:10 p.m.   ----DRAFT-----

Rick Bussell, Vice Chair, presiding. The Pledge of Allegiance was said, led by Bussell.

Roll call:  Members present:  Bamford, Beckham, Bussell, Carini, Castro, Cole, Corley, Duncan , Hughes, Morgen, Perwin, Rodriquez, Spahitz, and Wilson .  Members absent:  Cleary, Hughes, Riguelme, Stang, and Tomcek.

Total count:  Board members: 15 by 6:20 p.m.   Total present:  29

 

CITY STAFF REPORTS

·         Davis’ office:  her representative distributed the Davis Dispatch newsletter.  There was an insert in the newsletter explaining how the money is being spent with the recovery project.  The website for tracking the spending and for more information is:  Recovery.gov.

--Shannon 6:20 p.m. arrived—15 members present.

·         Saldana’s office:  Her representative stated that the State budget was passed on Thursday, February 19, 2009 and will go into effect on July 1, 2009 .  Two items of note:  The Sales Tax increased by 1% and DMV registration fees will double.

·         Fryes’ office:  Her representative distributed Frye Lights newsletter.   There is a website for those interested in volunteering in various areas of the City.  The website for more information:  sandiego.gov/volunteerprogram/opportunities/index.shtml.

 

PUBLIC COMMENT

·         Gerrie Trussell – Morena Business Association, spoke on proposing placing banners on the light poles in a 3 mile area in the Morena Blvd. area.  The MBA plans on having the banners on a four season rotation cycle.  The MBA has money for maintenance and removal of these banners.  The banners will be supported by the businesses in the area.  Each banner will have a smaller banner below it with the sponsoring business’ name on it.  A picture of the banner was made available.

·         Presidio Market – will still be going in the proposed location at the corner of Napa and Linda Vista Blvd.

·         Kiwanis – are having an awards dinner for children of Linda Vista.  It will be held at the Boys and Girls Club in Linda Vista. 

·         Tom Kaye – There are two micro business associations in the Linda Vista area.   One association is for the area of Linda Vista Rd. down to Napa St. and the second is located on Morena Blvd.

·         The Thrift Village site – we will know what retail store will be placed in this building within the next couple of months.

·         Code Compliance Meeting – Tuesday, February 24, 2009 5:00 p.m. at the Linda Vista Library.

·         Name change for new park – The Park and Rec Dept. unanimously accepted the proposal for the name change for the new park on Linda Vista Rd. at the University High School site. The change is from Terrace Park to Edward Tyler Cramer Park .

 

ACTION ITEMS

1)  Motion to add Morena Business Association Banner proposal to the agenda.   Motion:  Bamford, 2nd:  Beckham,

Vote:  9-4-0 .  Opposition Reason:  because, they believe that Brown Act asks for no agenda items to be added at the Board meeting, even though there isn’t anything written stating this.

2)  Rick Bussell appointed an ad hoc committee to prepare a document on the Redevelopment Association and its history with Linda Vista.  Chair:   Doug Beckham, members:  Wayne Bamford, Jeff Perwin, Tom Cleary and Gerrie Trussell.

3)  Motion to move the LVPG’s bank account from Bank of America to US Bank.  Motion:  Perwin, 2nd:  Cole.  Amendment to the motion…as long as there are no fees incurred by moving the account.  Motion:  Spahitz, 2nd:  Rodriguez.  Perwin agrees with the amendment.  Cole says no.   Vote to include the amendment to the motion:  6-7-0 in opposition.  Vote on original motion:  10-2-0 .  Spahitz and Shannon.   Opposition Reason:  not enough information  regarding if there would or would not be fees to move the account.

4)  Motion to approve the placement of banners along Morena Blvd. as presented.    Motion:  Bamford, 2nd:  Wilson ,

Vote:  13-0-0 in favor.

5)  Motion to close nominations to the board of the LVPG as per the new bylaws; nominations are closed at the end of the February meeting.  Motion:  Beckham, 2nd: Perwin, Vote:  13-1-0 Spahitz.  Opposition Reason:  feels this is not the end of the meeting and we should wait until the end of the meeting to close the nominations.

 

COMMITTEE REPORTS

Traffic – Beckham no road bumps will be placed on at Kramer St. near Kit Carson Elementary School .

Zoning – CastorRiley Group feels they were not informed about the not-for-sale apartments to be built at the University High School site.  They feel that their current clients will leave to go to the new apartments.  Brazillian Jui Jitsu still cannot receive approval due to not having their final papers from the City.

LVCMAD -  Bamford next meeting in March.

Tecelote – Spahitz next meeting in March.
