Minutes for the March 23, 2009 LVPG Meeting <<DRAFT>>>
Meeting opened at 6:05 p.m. by Ron Tomcek, Chair. The Pledge of Allegiance was said. Roll call was taken. Present: Bamford, Beckham, Bussell, Cole, Duncan, Hughes, Morgen, Perwin, Shannon, Spahitz, Tomcek, Wilson. There were 12 board members at the start of the meeting. Cleary, Corley, Stang, Riquelme arrived later during the meeting. Absent: Carini, Castro, and Rodriguez. By 6:35 p.m. 16 board members were present. Total present: 29.
GOVERNMENT AIDES REPORTS

Donna Frye’s office – There was a unanimous vote by the City Council to change the name of Terrace Park to honor Ed Kramer. There were a couple of questions raised on this issue. One was regarding how the park was going to be maintained and due to the City’s water shortage why was the City approving large projects of 500 plus units.

Saldana’s office – her newsletter was distributed. The State Budget was approved. Water bottles will soon be made with non-removable lids. DMV fees will be increasing by 6% and the State Sales Tax will be increasing 1%.
Cleary arrived at 6:15 p.m. 13 board members now present.
Corley arrived at 6:20 p.m. 14 board members now present.

Davis’ office – her newsletter was distributed. Her Forum on the Economy will be held at USD on Saturday, March 28, 2009.

City Planner’s Office -- There will be a COW orientation given on Saturday, May 2, 2009 at the Topaz Way location. Contact Brian Schoenfisch for more information.

Redevelopment Agency – Libby Day was seeking volunteers to go over the documentation for the report to be completed for the Five Year Implementation Plan.
PUBLIC COMMENT

CBC – Announced there would be a fundraiser on April 29, 2009 at Napa St. ZPizza Restaurant. All proceeds will go towards the monument rededicating the Linda Vista Shopping Center. There will be a plaque presented to the shopping center on April 5, 2009, the shopping center’s 50th year anniversary.

Presidio Market – the business to be located in the strip mall on Napa and Linda Vista Rd. is hoping to open soon.

Rick Bussell -- The Park and Rec Board voted to reject the City’s proposal for the Fee Schedule for Park and Rec. It was suggested they file for 501 3C status for tax deductible donations to go to them directly and not to the General Fund.

Kathy Lippitt – The Alcohol CUP is a process for the community to mitigate and prevent problems with alcohol outlets. She wanted us to be aware that once a liquor or alcohol license is issued it is very difficult to revoke. The liquor/alcohol licenses are transferable.

Jeff Perwin – Wednesday will be the dedication of the Mesa College parking structure.
Stang arrived at 6:35 p.m. -- 15 board members now present.
Riquelme arrived at 6:35 p.m. --16 board members now present.

The Minutes for the October, January, and February LVPG meetings were approved unanimously.

Elections to the LVPG Board were held.
INFORMATION ITEMS

Brian Mulvaney – Tecelote Transit Complex located on West Morena Blvd at Vega Street. This will be a three-story, mixed-use/multi-family and retail complex. Plans are for a Trolley stop and transit center to be at this location as well. There will be 35 units, 29 of these will be affordable housing and 6 will be at market rates. There will be 4 or 5 retail suites on the ground floor. The project will begin in three years. The LVPG board proposed there be a left-hand turn lane cut for easier access for residents and clients for these businesses to get into this complex.

Vicki Estrada --Community Forest Advisory Board was established in 1999. We need to be planting more trees especially in times of drought. Trees actually decrease water usage. Trees in front of businesses do not prevent people from seeing the business but, actually draw people to the businesses. The Master Street Plan in communities encourages more trees in projects. LVCMAD will be having elections in June. There are 3 positions opened on the committee.

TRANSPORTATION the median north of Kearny High School is in the construction stage.

NORTH BAY REDEVELOPMENT Veterans Association is expanding. This will allow them to help rehabilitate more disabled veterans.

MISSION BAY Sea World is expanding their dolphin show. The water quality control testing that was recently done with regard to the firework displays showed that the water quality in the Mission Bay is good.
- TECOLOTE CANYON meeting was canceled.
The Election of officers for the LVPG board will be held in April.
The Agenda Meeting is held on the 2nd Monday of the month; 5:30 p.m. in the Library. The next meeting will be April 13, 2009.
