Minutes for
April 27, 2009 LVPG Board Meeting <<<DRAFT>>>
Meeting opened at
6:05 p.m.
by Vice Chair, Rick Bussell. Pledge of Allegiance was said.
Roll was called -- Present: Bamford, Beckham, Bussell, Carini, Castro, Cleary, Cole,
Duncan , Hughes, McNulty, Perwin, Riquelme, Rodriguez,
Shannon and
Wilson .
Absent: Corley, Spahitz, and Tomcek.
By
7:20 p.m. a total of 15 board members were present. Total in attendance was: 28.
Police report was given by Lt. Rebecca Bigbie. She informed us there has been a significant personnel loss at the department and they are
down to one community relations officer for our area. The CRO will probably not attending the LVPG meetings in the future, but will be attending the Linda Vista Town Council meetings instead.

Government Aide Reports
- Donna Frye’s office: the April Frye Lights were distributed. A request was made to the attendees to be a part of a survey group to give their thoughts on the proposed change in the type of lights that will be used throughout the City. The end of the public comment period on household water usage is

- Senator Davis’s office: The April Davis Dispatch was distributed. The Swine Flu was discussed. 25% of the vaccine will be given to the
San Diego
area. The Economic forum held last month at USD was a success. Information on the recovery package is available on line. The Town Hall meeting will be held

- Brian Schoenfisch, City Planner’s office: The next COW meeting will be:
Saturday, May 2, 2009 . Planning group members are required to take this once in their life time. This class and manual are now available online. The Mid-Coast Trolley and High Speed Rail will share the same track. The plan for the completion of the Trolley is 2014 and the High Speed Rail that will go to San Francisco/Sacramento completion date is 2018. The sale of the land next to Lamps R Us on
Morena
Blvd.
is still pending. There will be a condition as part of the sale that there is access for the fire department and trolley patrons be available on this site. Offsite meetings by committees are not allowed unless noticed as per the Brown Act.
- Libby Day, Redevelopment Agency: Draft Implementation Plan was distributed and discussed. The debt for purchasing these properties on
Linda Vista
Rd.
needs to be repaid. The board questioned if this is really the amount owed for this property, since rent was collected on this property for years. Libby said she would look into this for us.
- Joyce Summer from the CCDC: May 5th there will be a discussion on Parks and Open Space at
6:00 p.m. at their downtown
Information
Center . The first Saturday of the month tours are available to see what is proposed for the downtown redevelopment area. Their information center, located at the
Horton Plaza Shopping
Center
, has a multipurpose room available Monday-Saturday for public groups.
Public Comment made available for non agenda items. Two minutes per speaker was allowed.

Action Items
A motion was made to accept the Brazilian Jujitsu business with the recommendations made by the City, due to the parking situation at the shopping center the classes held at this storefront must be kept to a maximum size of 20 students. Motion: Castro, 2nd: Bamford.

Committee Reports
- Zoning: Margarita Castro resigned as chair of this committee.
- Traffic: Beckham Chair, he will check with the City about painting the bend in the road at Alcala Knolls red. He will also check into the report of
Friars
Road
being used for selling cars and as a RV storage area.
- Tom Cleary reported on the ‘Thrift Village’ property. The Statement of Intent is due
May 17, 2009
. The leaseholder is proposing a 20 year plan for a Retail/Restaurant establishment. Mr. Cleary explained to the City that Linda Vista sincerely does not want to see any more extensions issued to the leaseholder. There needs to be progress shown on the intended use of the
site and that the leaseholder is moving forward with establishing a business on that site.
- Mission Bay/Sea World: In May the soil report on the effect of the fireworks that go off nightly during the summer is due. The meeting time for this group is the first Tuesday of the month at
6:00 p.m. at the
Santa Clara Rec Center .
