Draft of minutes for the January 28, 2008 meeting of the Linda Vista Planning Group held at Linda Vista Public Library at 6 pm.
Call to order by Chair, Rick Bussel at 6 pm. Kearny High Junior ROTC Presented the Colors and Pledge was recited by all. 38 people attended.
New Community Service Officer, David Surwilo, introduced himself and reminded all to be sure report all criminal activity because officers are assigned based on reported crimes.
Pari Sanati from Donna Frye’s office distributed Frye Lights and reported on discussion of possible pilot program on parking of oversize vehicles on public streets in a small area of the town including Morena area. February 22 will be Community Day at Bayside 9 to 11. Call for appointment.
Melanie Cohn from Lori Saldana’s office distributed The Saldana Sun and reported that the State Budget Process has begun.
Steven Lew from Mayor’s office asked that people stop watering during the rains. He answered questions.
Katherine Fortner from Congresswoman Susan Davis Office distributed the Davis Dispatch and reported that the Congresswoman has obtained $170,000 for Senior STEPS program at Bayside.
Beginning January 31 need proof of citizenship to cross border.
Last meeting Pat Buckmaster resigned from the planning group. Her resignation was accepted and Chair Rick Bussel appointed Ron Tomcek to complete her term.
Chief Thompson from the San Diego Fire Dept. and other fire fighters made a presentation requesting that group advocate for more support in budget process for fire fighters. They are short 22 stations and only have .69 fighters per 1000. 1 fighter per 1000 is standard. Reported that 43% of engines are 12 years old or older. He also discussed the Community Responsibility Fund that may assist in meeting community needs.
Roll Call was conducted: The following were absent: Martin Ammerman, Donna Erickson, Roy Hughes, and Kathleen Morgen.
Tom Cleary from USD has begun an innovative Recycling project on campus.
Jorge Requilme announced that the late Bob Williams will be honored with a memorial brick at Bayside on January 30 at 1:30 pm all are welcome. He also announced that the director of the 23 Annual Linda Vista Multi-Cultural and Parade is Marta Lester at marta@baysidecc.org
Planner Brian Schoenfisch reported that General Plan is about complete and that the Trolley Expansion to USCD is to be completed between 2011 and 2014.
Cross walks at Linda Vista Elementary School are a problem and need traffic study on Genesee between Osler and Marlesta.
Action Items
1: Approval of Sept. 2007 minutes: Dixie Wilson moved to approve minutes as presented. Doug Beckham seconded the motion. All approved.
2: Approval of minutes for the October 2007 meeting: There was no quorum. Issue was tabled
3: Approval of November 2007 minutes. Motion to approve pending corrections that will be inserted in amended minutes by Dixie Wilson and seconded by Doug Beckham . See attached amended minutes.
4: USD Substantial review for the following projects at USD: New Athletic Center, Revise Baseball Field and Soccer Field with underground parking. Margarita Castro moved to approve the review and Drew Corley seconded the motion 14 approved with Tom Cleary not voting because of possible conflict of interest.
5: 7052 Fulton Street Tentative Map to create 23 residential condos and to convert 6 residential units to condominiums: Discussion was held on required parking for project.
The project has 50 parking spaces, but plans call for 62. Owner stated that there was an error on part of the city and that 50 spaces was the correct amount.
Margarita Castro moved to approve the project with the condition it be in conformance with the city’s requirements, Doug Beckham seconded the motion. Motion passed 13 to 0.
6: Sprint Tecolote Canyon Neighborhood Use Permit to build a wireless communication facility in Tecolate Canyon, it really is on grounds of Kearny Mesa Park and Recreation Center. Margarita Castro made a motion to deny the request because area is zoned as open space in is request is not in compliance with the code. Motion was seconded by Wayne Bamford. Dixie Wilson made a motion to table the project, but received no second.
Motion to deny passed 11 to 0 with one abstaining.
7 Formation of an Ad Hoc Committee to work with Dr. Cepeda on Mesa College’s Canyon Day to benefit local elementary school students: The date is February 6 from 8 to 9:30 am. Committee members are Donna Erickson, chair, Gail Cole, Doug Beckham, Dixie Wilson, Margarita Castro.
8: Approval to write a letter of support and or request to clean up painting/graffiti at Thrift Village. In reality the painting/graffiti is on wall of the Laundromat. Motion was made to table the request by Doug Beckham, seconded by Drew Corley. Motion passed with 11 in favor of tabling and 1 opposed.
An update on the status of Unity on the Hill Project at former USDHS site was presented by Irving Apartment group. The group is requesting a change from Condominium project to an apartment project. Group will be returning at later date.
Doug Beckham Day is January 29, 2008 at City Council at 10:00 am
Election of new members to the group will take place in March. Submit nominations to Wayne Bamford
Ron Tomcek announced that there was NO increase in the tax rate for the Linda Vista MAD (Maintenance Assessment District) for the 2009 fiscal year.
