May 19, 2008
Meetiing opened at
6:00 p.m. by Rick Bussell, Chair.
Brian Maienschein, candidate for City Attorney, came in to say hello and spoke for a few minutes.
Roll was taken 16 members of the board were present. Absent:
Dixie Wilson, Roy Hughes, Sandy Duncan, Jorge Riquelme. Total of 27 people were present.
Staff Report : Peri Sanati-Zaker from Donna Frye’s office distributed the Frye Lights newsletter. There will be an Electronic Recycle Project May 24, 2008 . A Scope meeting to be held June 2, 2008 at the Mission Valley Library, 6:00 to 7:45 p.m. topic: the 14.58 acre site at Hazard Center in Mission Valley regarding the construction of 5-6 story apartment complex with towers at the movie theatre location. Highway 163 at Friars Rd. project is a main city project. Ulric St. striping was a formal request. Question was asked regarding why the board is not being notified when streets in Linda Vista are being dug up. Brian Schoenfisch, Linda Vista Community Plan Boundary change, Rezone, Open Space amendment and Park Dedication Plan Amendment goes before the City Council on May 20, 2008 at 2:00 p.m. Sheila Hardin, CCDC Market Director gave out the Downtown Today publication and reminded us of the bus tours being offered to view the changes in the downtown area.
Public Comment: Doug Beckham: Senior Exhibitions at Kearny High has a need for interested community members to volunteer to evaluate the students’ projects. Rob Spahitz: Went to the 60th Anniversary Party for the Linda Vista Library. It was nice and well attended. Jeff Perwin: Invitation by the Kiwanas to tour the Blood Bank with them. Jo-Ann Carini: June 26-29 A carnival will be held at the Linda Vista Rec. Tom Cleary: Announced graduations to be held at USD Saturday and Sunday of Memorial Day Weekend. There would be a baseball event that weekend as well. Valerie Sanfilippo, a Linda Vista resident, wrote a letter suggesting a use for the vacant lot next to Skateworld be a community garden. Libby Day would need to be contacted regarding this option.
Action Items
1- Motion: To approve the April 28, 2008 written minutes with changes noted.
Motion: Doug Beckham, 2nd by Jeff Perwin. Approved: 14 Abstained: 2- Kathleen and Gail. They were not at the meeting. Changes: Spelling Rodriguez to Rodrigues, at the word “help” before Eric was added.
Elections for Board members for 2008 were held. The new officers are:
Chair: Donna Erickson (10-6), Vice Chair: Ron Tomcek (11-5), Treasurer: Sandy Duncan (16-0)
Electronic Secretary: Rob Spahitz (16-0), Corresponding Secretary: Kim Shannon (16-0)
Recording Secretary: Kathleen Morgen (16-0)
2- Motion: To change the title of the LVPG bylaws to ‘Dedicated to Improving Linda Vista and Implementing the Our Community Plan’.
Motion: Tom Cleary, 2nd: Rob Spahitz Passed: 15-0
(The Chair does not vote)
3- Motion: To add to Article VII, Section 4(a) of the LVPG Bylaws: “or the LVPG Board may elect more than one secretary as required.”
Motion: Jeff Perwin, 2nd: Doug Beckham Passed: 15-0
4- Motion: To accept the Bylaws and Amendments with all changes as worded from the Minutes dated
September 24, 2007

April 28, 2008 and
May 19, 2008 .

5- Motion: To present $100.00 from the LVPG treasury to the Kearny Mesa ROTC program at the July 2008 LVPG Board meeting.

- Motion: From the LVPG Zoning Committee is to have the Verizon pole/microwave dish application for a new permit be denied and the existing pole be removed from the location. It does not comply with the Linda Vista Community Plan.

Informational Items
Linda Vista Rd and Mesa College Drive The City Engineer, for safety purposes, is requiring a raised median now be placed at this location and was not part of the original proposal. This median is listed as being placed between Markham Street and Baltic Street . The actual location should be from Mesa College Drive to Baltic Street . Due to this street classification mistake Doug Beckham will write to the Planning Board for this to be changed. Margarita Castro made the request to The City to please present the committee in the future with all information regarding projects they expect a vote on by the LVPG Board.
Elections for the LVCMAD board will be held at the June meeting. Candidates must live in the MAD district to be on the committee.
